End Goose Decapitating Festival

In the city of Toledo, Spain there is a festival where a goose is hung by a rope and a rider tries to pull the head off of the goose while riding a horse.
Villagers raise two large wooden posts than join them with a thick rope. A goose is tied up and raised into the air, where it hangs among a row of small plastic flags representing Spain, Castilla-La Mancha, and the European Union. A horse rider than gallops down the street, he tries to rips off the head of the goose. If he succeeds there is a celebration.
Originally the goose was alive but after numerous complaints, it was changed to pre-killed gooses. It's an improvement but it is not enough. To kill an animal specify for the festival is still cruel and inhumane. The only acceptable solution is an outright ban on the festival.
