Without gambling, horse racing simply would not happen. To ban gambling on horse racing would allow for the end to the horrific cruelty we see at horse races.

Race horses would need to retire and I propose that the government and public as a collective responsibility for these beautiful abused animals, could allow for the safe retirement of horses through the establishment of horse sanctuaries. Breeding could be stopped and funding allowed to help these horses live well as the horrific sport comes to an end for good.
