The following items should be enacted so that those in leadership are accountable to those they govern:

1. ALL laws passed by the house / senate shall apply as equally to those who write / pass the law as the citizens they govern (e.g., members of government are required to utilize the same health exchanges of those they govern).
2. Members of the house / senate are forbidden from holding a position with any company they receive donations from, or who directly benefits from their vote.
3. Only one item shall be allowed for any bill called for a vote.
4. There will be a MINIMUM 2-week review for any ballot measure with the exception of a declared emergency item. Emergencies will require a 3/4 majority vote to declare.
5. There will be NO SECRET VOTING. All members will be accountable to their constituents for the votes they cast.
6. Purchases, sales, and trades of any stock with the exception of a mutual fund through the TSP are strictly forbidden for the duration a member is in congress / the senate. The same shall apply to their direct family members.
7. NO MORE continuing resolutions. The government will be funded in full for the entire fiscal year, or it will not be funded at all.
8. NO MORE increasing the debt limit! The budget will be balanced, and remain so.
9. NO MORE unaccountable spending. EVERY dollar will be accounted for and appropriately spent. For every dollar that is not accounted for, the next budget is reduced at a rate of two-to-one (e.g., unable to account for $1M, then the next budget is reduced by $2M). For every dollar inappropriately spent, the next budget will be reduced by treble (e.g., $1M inappropriately spent, then the next budget is reduced by $3M). For entities without a continuing budget, all members of the executive board who were present when funds were received / spent are liable.
10. NO MORE American tax dollars to foreign countries. 
11. NO funding for NATO above that which is required, and which ALL OTHER member countries are required to contribute. Should all countries not contribute, then American dollars will be withheld until such a time as they do so. Withheld monies will be held in escrow until the end of the fiscal year, and if the issue is not resolved will be used to the betterment of the American people.
12. NO MORE raises for congress / the senate. All members shall be paid at the median rate of pay of those they govern. 
13. NO PAY and NO BENEFITS for no work. If the house / senate is not actively in session, and members are not actively working, then they ARE NOT PAID. 
14. A failure to pass a balanced budget, or to appropriately fund the government for an entire fiscal year will be seen as a dereliction of duty. 
15. Should this dereliction not be resolved within 30 days, a vote will be held by the party's constituents to decide if that member should be replaced. Even if the member is voted to remain in position, item 16 will still apply.
16. Should the government be required to shut down due to the inability of congress / the senate to do their jobs, EVERY MEMBER will have their pay decreased by 1% for EACH DAY the government remains shut down. This decrease in pay shall last for an entire calendar year.
17. Annual cognitive testing will be mandated for every member of the house, judicial, and executive branches. Those results will be made public within 48 hours. 
18. NO MORE costly travel. It shall be perfectly acceptable to hold votes via video teleconference (e.g., Zoom).
