Closed Caption for Local Cable Company

The Issue

I am hard-of-hearing and need closed caption when watching anything on television.  My local TV station does not provided closed caption even during this time of a Global Pandemic.  I am unaware of what's happening with my local Mayor provide briefings as he must wear a mask and I read lips.  I am visual and it's very critical that I can read lips and read captions to not miss important information about the "do" and "do not" during the COVID-19 world-wide crisis.  It is time the local cable station make sure captions are provided for the city residents at all times and especially for the deaf and hard-of-hearing.  The American with Disabilities Act 1990 legislation notably states "People who have vision, hearing, or speech disabilities ("communication disabilities") use different ways to communication.  For a deaf person an American Sign Language Interpreter may be their sole means for communicating however a hard-of-hearing person may use speech, read lips, and need to visually see text to understand.  The ADA "requires that title II entities (State and LOCAL governments)...communicate effectively with people who have communication disabilities....to ensure that people with disabilities can communicate with people without a disability."
