Anyone can go online and register a dog, even when the dog does not exist. I want to make a bill where the dog must be chipped to the owner and signed off by the vet before it can receive a county license/tag. 

Recently Tiffany's No Animal Left Behind sent a 1.5 year old German Shepherd to a foster. The foster was using a training tool that the owner of Tiffany's No Animal Left Behind did not agree with and politely asked the foster to stop using it. The foster then stated she wanted the dog returned to Tiffany's. When it was time to obtain the dog the foster blocked the organization and went and got the dog a county license so she could have "ownership of the dog".
