How can the government allow the resale for profit of driving tests.

Anybody who wants to book a test waits months as there all getting block booked and face a huge mark up on the face value.

The government has essentially created a ticket touting system whereby companies can sell on these unused tests for a profit. 
Ticket touting for concerts and events has been made illegal the onward selling of these tests is no different and should be brought under the same rules.

The tests should either be reserved online so companies never actually own the tests or a small administrative charge made in order to discourage mass block booking for an alternative revenue stream.
