They Cannot Speak, But We Can: End Animal Cruelty Now
The Issue
Stop Animal Cruelty—Animal Cruelty occurs when animals are harmed, neglected, or treated unjustly. This includes abuse, living in poor conditions, or not receiving proper care. It causes suffering, is ethically wrong, and negatively impacts the environment—It harms the environment by polluting and hurting wildlife. It also puts humans at risk by spreading diseases and creating antibiotic resistance. Cruelty to animals weakens empathy in society and can hurt the economy. Stopping animal cruelty helps animals, people, and the planet.

Stronger Laws, Safer Animals—we need stronger laws, better enforcement, and more education about animal rights. Supporting ethical products, promoting pet adoption, and volunteering for rescue organizations are key steps. Boycotting cruel entertainment and advocating for humane
standards in industries can also make a big difference. These combined actions will help create a more compassionate world for animals.

humane treatment. Animal cruelty remains a serious issue in our communities—ranging from neglect and abandonment to abuse, illegal trading, and lack of proper care. To address this, we call for urgent action from our government, local authorities, and society at large.
Our Proposed Solutions
1. Stricter Enforcement of Laws • Fully implement and strengthen the Animal Welfare Act and related ordinances. • Impose heavier penalties on individuals and groups proven guilty of animal cruelty.
2. Accessible Veterinary Services • Establish government-supported veterinary clinics providing free or low-cost services, especially for low-income families. • Promote spay/neuter programs to control stray animal populations humanely.
3. Community-Based Animal Protection • Organize barangay/community “Animal Welfare Desks” where abuse can be reported. • Support local shelters and rescue groups through funding and resources.
4. Education and Awareness • Integrate animal welfare education in schools to teach children compassion and responsibility. • Conduct nationwide campaigns promoting adoption over buying pets and responsible ownership.
5. Hotline and Reporting System • Create a national hotline and online portal for reporting animal cruelty cases. • Ensure fast response and coordination with authorities. ⸻ Our Commitment By signing this petition, we express our collective voice that animal cruelty should never be tolerated. We urge our leaders, lawmakers, and community officials to take immediate action and adopt these solutions to protect the rights and lives of animals. Together, we can build a kinder, more humane society—for animals and for people.

According to the Philippine Animal Welfare Society (PAWS) reports a high conviction rate (95-98%) in active cruelty cases, between 2010 and 2017. CARA Welfare Philippines reported 3,000 cases in 2020 alone.

Why Stop Cruelty and Abuse to Animals?
I am a student, I was walking home from school in Iloilo City yet, I had a hard time taking another step after seeing starving, thirsty, tired, and hopeless looking animals wandering in the streets alone with fears in their eyes.
