Change the drink drive laws!!

On the 19th October 2016 my Dad and I went to Cambridge to watch Birdy. This was my Father's day present to him and sadly it was the last happy experience we would share together.Close to home we were involved in a horrific car crash which my dad did not survive. I was seriously injured and was taken to our local hospital where I would then be transferred to Nottingham Queens Medical Centre where I had life changing operations. Over the next few days I had my pancreas,gall bladder, spleen and part of my bowel removed leaving me with a temporary Illeostomy. I spent 6 and a half weeks in Nottingham Queens Medical Centre and thanks to the amazing surgeons I am still here.
The man responsible for causing the accident had been drinking. A bottle of Jack Daniels was found in the car and some had been drunk. Medics reported smelling alcohol on the man and vomit was evident at the scene. He was driving on the wrong side of the road and had been using his mobile phone at some point in the time leading up to the catastrophic accident. He refused to allow a blood specimen to be sent off for analysis and has at no time since the accident offered any kind of apology for causing such devastation to me and my family,turning our lives upside down.
He pleaded guilty and will serve 9 years. 9 years for killing my Dad and leaving me with lifelong injuries. He is also banned from driving for 14 years.
I would like to see a change in laws for the following:
• sentencing for drink drivers needs to carry a longer sentence.
• failing to send off a blood specimen should not be an option!
• use of using a mobile phone should carry a ban.
• driving tests should be enforced if you are driving in a different country.
