Following the fatal stabbing of a food delivery rider at Frederick Way in the Melbourne CBD on Friday night (6 November), our entire rider community is in shock and mourning. 11月6日（周五）晚，墨尔本 CBD 的 Frederick Way 小巷发生外卖骑手遇刺身亡（一死一伤）的恶性惨案，全城骑手陷入极度震惊与恐慌。

Every night, thousands of riders keep Melbourne’s economy alive, yet multi-billion-dollar platforms leave us completely unprotected against violent crime and severe financial loss. Crucially, because platforms refuse to insure our delivery vehicles and equipment (e-bikes, scooters, bikes, and cars), riders face total financial ruin if their vehicle is stolen or damaged while on shift. In crime hotspots like the Melbourne CBD, this forces vulnerable riders into deadly physical confrontations with armed thieves just to protect their only source of livelihood. 每晚都有成千上万名骑手维持着墨尔本的城市运转，但身价百亿的外卖平台却将所有暴力和财产风险全部转嫁给底层骑手。最致命的漏洞在于：平台保险完全不保我们的生产工具（电瓶车、自行车、摩托车、汽车及送餐装备）！在墨尔本偷车抢车猖獗的环境下，一辆价值数千刀的电瓶车一旦被抢，骑手瞬间就会断绝生计。正是因为平台拒保车辆，才逼得手无寸铁的骑手在遭遇抢车时不得不拿生命去护车，最终酿成流血甚至丧命的惨剧！

A stolen e-bike should never cost a rider their life. We demand immediate action from all delivery platforms (Uber Eats, DoorDash, HungryPanda, Fantuan): 一辆被抢的电瓶车，绝不该让骑手付出生命的代价！我们强烈要求各大外卖平台（Uber Eats、DoorDash、熊猫、饭团）立刻采取以下行动：

1. Mandatory On-Trip Vehicle & Equipment Theft Insurance / 强制提供“送餐车辆与装备盗抢及损坏险” Platforms must provide comprehensive theft and damage coverage for all delivery vehicles (e-bikes, scooters, bikes, cars) and gear while riders are online, or pay a mandatory per-order "Equipment & Insurance Allowance". Riders must never be forced to risk their lives fighting off thieves to protect uninsured tools of trade. 平台必须为上线期间的骑手提供全额的生产工具保障（涵盖自行车、电瓶车、摩托、汽车被盗及损坏），或在每单运价中强制发放“车辆保险与折旧补贴”。绝不能再让骑手为了保护没有保险的谋生工具而去跟持刀歹徒搏命！

2. Safe Pickup Zones & Zero-Penalty Safety Cancellations / 强制设立安全取餐区与“全流程安全免责取消权” Stop forcing riders to wait outdoors in unlit, unmonitored back-alleys (like Frederick Way) for slow restaurants. Restaurants and platforms must provide safe, well-lit, front-of-house waiting areas at night. Furthermore, riders must have the absolute right to abort a delivery at ANY stage—both before AND after picking up food—without facing account deactivation, "food fraud" strikes, completion rate penalties, or loss of incentives when encountering violent threats or unsafe locations. 严禁商家和平台在夜间把骑手赶到没有照明、没有监控的阴暗后巷（如本次案发的 Frederick Way）长时间罚站等餐！夜间取餐必须设在明亮、有监控的正门安全区。同时，当骑手在取餐前或取餐后遭遇暴力威胁、吸毒人员或危险地形时，必须拥有“全流程无责终止订单权”——严禁平台以扣完成率、扣奖励、降权或“偷餐封号”相威胁！

3. Full Statutory Compensation for the Victims / 顶格落实遇害与受伤骑手的法定巨额赔偿 Ensure the victims of the Frederick Way attack and their families receive the full hundreds of thousands of dollars owed to them through platform insurance, WorkSafe Victoria, and the Financial Assistance Scheme (FAS)—plus immediate upfront coverage for emergency funeral and medical costs. 要求平台商业险、WorkSafe 及维州政府受害者基金（FAS）全额赔付遇害兄弟家属及伤者应得的数十万澳币法定抚恤金，并由平台立刻先行垫付紧急丧葬、医疗与家属赴澳费用。
