End OLNA in WA

The Issue

For students attending High School in Western Australia, NAPLAN (National Assessment Programme - Literacy and Numeracy-) Is a compulsory evaluation of students intellectual ability. This must be completed every second year from the age of 8. This is a national system that aims to gauge Australian children's average performance in literacy and numeracy. 

Students must take the final test of NAPLAN in year 9. The grading system works by evaluating pupils levels of competency. The scale is determined from 1-10. One is the lowest and ten is the highest. For a student to pass, they must achieve a minimum of level 7. 

If a student fails this test (under band 7), they must proceed to the OLNA testings. OLNA (Online Literacy & Numeracy Assessment) is a simplified version of NAPLAN. This must be completed online and has a time limit of 45 minutes per category. 

Each student has a potential ability to achieve the requirement to complete the OLNA assessment. For students who have learning disabilities, there are no adjustments taken into consideration. The vast majority of these students are not "required" to have adjustments made. These are the ONLY adjustments that would possibly be issued to students with learning disabilities: 

- Rest breaks and provision for a pause button
- Coloured background
- Alternate image (image is higher quality or vector based)
- Extra time to work
- Scribe
- Support person
- Braille format.

However, each High School in Western Australia has their own policies about the OLNA requirements and assistance for students with learning disabilities. 

The Government of Western Australia - School Curriculum and Standards Authority - allow pupils six attempts of the OLNA testings. If after six attempts, the pupil is unable to achieve the level required, the WACE (Western Australian Certificate of Education) will not be awarded. 

If a student has not passed the required level of achievement in the OLNA testings, the pupil does not receive WACE. If a pupil finishes year 12 of High School without a certificate of education, they are unable to continue onwards to Universities in Western Australia.  

This petition is asking for the end of OLNA Testings in Western Australia. The assistance given for these testings do not take into consideration adolescents with learning disabilities. Not completing these OLNA tests restrict young Western Australians from contributing into local communities for further education. 

No other state in Australia has these simplified testings, so why should WA?
