The Universal Declaration of Human Rights should include the right not to kill

We, citizens of Russia, residents of the shelter «Quiet Place» in Georgia, want to appeal to politicians and public figures from all over the world, as well as to UN Secretary-General António Guterres. Dear politicians, dear Mr. Guterres! We understand that while Russian government is waging a criminal war on Ukraine, the citizens of Russia do not have a voice in the whole world. We cannot demand, so we only ask you to consider and support our initiative.
All human rights have long been enshrined in the Universal Declaration of Human Rights. However, the world is changing. Dictatorships arise. Flagitious wars unfold. Bloodthirsty dictators decimate the population of their own country by repressions, executions, unbearable living conditions. Dictators start causeless wars with other countries, murdering civilians there. Citizens of the aggressor country are mobilized, regardless of their desire to never take up arms and turn it against innocent people.
And in their countries they have no right to refuse. If they do, they face criminal prosecution and prison. In prison - torture and violence, or forced recruitment into Private military companies. That’s what’s happening in Russia right now! People are forced to go into hiding or leave their homeland.
Those who fail to do so or are found before they do areforcibly taken to the military comissariats and then to combat zones. If there they refuse to kill innocent people, they are called traitors of the motherland and get shot by their compatriots.
But if they do succeed and leave the country before they are captured in other countries they are percieved as people who are to blame in the crimes of their state even though they are against the war.
Citizens of the aggressor country who fled from participation in the war are subjected to persecution on the territory of other states. They are denied entry, they are not given a residence permit. Even if they were able to enter, they can at any time be deported back to Russia where they will get mobilized and made a soldier.
Quite often people run away with their families, with their children. Some choose to go back, becuse it is impossible to survive without work and any sort of income. So they either go to prison or to war. After that many choose death, instead of war.
Dear Mr. Antonio Guterres. Dear politicians and public figures of all countries!
We ask you to make every effort to ensure that the right not to take part in hostilities on the side of the aggressor country is introduced into the Universal Declaration of Human Rights. Such a right should be officially assigned to all people of the planet Earth. Until this happens, any dictator will always have more opportunities to deprive other people of the right to life. People who oppose the war and the killing of civilians will be persecuted both in the aggressor homeland and in other countries. There will be more and more of those who choose voluntary death out of hopelessness, and dictators will receive a sufficient amount of cannon fodder.
We are not asking for Russian citizens who have fled their country, but for the whole mankind. Every oerson’s right not to participate in the hostilities on the side of aggressor contry has to be part of our future. This right must be protected by international law. And this is very important, first of all, for the children of those who refused to kill at the whim of the dictator. And the children are definitely not to blame for the fact that Putin attacked Ukraine.
Perhaps we are not entirely fluent in knowledge of international law, and we may formulate something incorrectly in our request. But what we are sure of is that each of those present here is against Putin predatory and criminal will. And we want to have the right not to participate in it in any way. We, the inhabitants of the Quiet Place shelter, We ask you to think about it and support our initiative.

Мы, граждане России и жители шелтера Тихое место в Грузии, хотим обратиться к политикам и общественникам всех стран мира, а также к председателю ООН Антонио Гутеррешу.
Уважаемые политики, уважаемый господин Гутерреш! Мы понимаем, что Россия ведет преступную войну в Украине, и граждане России не имеют право голоса во всем мире. Мы не можем требовать, поэтому просим вас рассмотреть и поддержать нашу инициативу.
Все права человека давно закреплены в Декларации ООН о правах человека. Однако мир меняется. Диктатуры возникают в разных странах. Начинаются преступные войны. Кровожадные диктаторы уничтожают население собственной страны репрессиями, казнями, невыносимыми условиями жизни. Диктаторы начинают беспричинные войны с другими странами, уничтожая мирных людей уже там. Граждан страны агрессора забирают по мобилизации на войну, независимо от их желания никогда не брать в руки оружие, и обращать его против мирных жителей других государств. И у них нет права отказаться убивать невинных людей.
Они не могут отказаться от мобилизации на территории своей страны. Их ждет уголовное преследование и тюрьма. В Тюрьме – пытки и насилие, или принудительная вербовка в ЧВК, как сейчас происходит в России. Тогда люди начинают прятаться в своей стране. На них устраивают облавы, силком увозят в военные комиссариаты, а потом в зону боевых действий. Если люди отказываются стрелять в невинных граждан, то их расстреливают собственные военные, как предателей, отказавшихся убивать по прихоти диктатора. Некоторые люди бегут из своей страны агрессора, чтобы не брать в руки оружие. Но в других странах их воспринимают как граждан страны агрессора, несмотря на то, что они против войны, против убийства невинных людей.
Бежавшие от участия в войне граждане страны-агрессора на территории других государств подвергаются преследованию. Им отказывают во въезде, не дают ВНЖ. Даже если они и смогли въехать, их могут в любой момент депортировать на территорию страны, откуда они уехали. А ведь зачастую люди бегут от мобилизации семьями. С детьми. В итоге у многих складывается ситуация, что вернуться на Родину легче, чем избегать мобилизации. Многие так и делают. И попадают либо в тюрьмы, любо на войну. Есть и те, кто выбирает добровольную смерть, но не участие в боевых действиях.
Уважаемых господин Антонио Гутерреш. Уважаемые политики и общественники всех стран!
Мы просим Вас приложить все усилия для того, чтобы в Конвенцию о правах человека было введено Право человека не участвовать в боевых действиях на стороне агрессора. Такое право должно быть официально закреплено за всеми людьми планеты Земля. Пока этого не случится любой диктатор будет иметь больше возможностей отнимать у других людей право на жизнь. Люди, выступающие против войны и убийства мирных жителей – будут подвергаться преследованиям как на родине-агрессоре, так и в других странах. Все больше будет тех, кто выберет от безысходности добровольную смерть. Диктаторы будут получать достаточное количество пушечного мяса, мобилизуя на войну всех своих граждан.
Сейчас мы просим не за граждан России, уехавших из своей страны. Право не участвовать в боевых действиях на стороне страны агрессора должно быть в будущем человечества. У всех жителей нашей планеты. Это право должно быть защищено международными законами. В первую очередь для детей тех, кто бежит от мобилизации. Дети, в том числе и дети россиян, отказавшихся воевать против Украины, не виноваты в том, что творит кровожадный Путин.
Возможно, мы не совсем в совершенстве владеем знаниями в международном праве, и можем что то неправильно формулировать в своей просьбе. Но, в чем мы точно убеждены, так это в том, что каждый из здесь присутствующих – против захватнической и преступной войны путина. И мы хотим иметь право в ней не участвовать. Мы, жители шелтера Тихое место, Просим Вас подумать об этом, и поддержать нашу инициативу.
