Stop Inappropriate Discipline in our Schools!

In 2009, Mr. Kutz testified at this hearing the abusive use of seclusion and restraint in schools. Today, schools across country continue to use this method as a form of punishment.
Today, children as young as five years old, are being placed in seclusion for more than six hours a day for doodling, not staying on task and playing in the hallways. Often times, they are placed in seclusion without food or water and many times parents are not notified. This is unacceptable. We have the right to be involved in all school matters including the discipline of our chlidren!
The “No Child Left Behind Act” and the “No Tolerance Act” has given teachers and administrators the discretionary authority to administer punishment without regard to teacher experience or class climate. This is absurd and suggests that all teachers are without fault.
There are positive solutions to school discipline. Solutions that are researched based and proven effective and take into account the functional behavior of the child, the teacher’s experience, teacher’s temperament and classroom environment. I am not suggesting doing away with punishment in our schools. I am simply requesting that discipline approaches taken by the district and administered to our children are based on sound research and proven effective.
I am asking CCISD's Superintendent and Board of Trustees to immediately implement discipline procedures that protect our children. I am requesting that the outdated discipline methods that have been proven by extensive research to be psychologically harmful to children be replaced with innovative procedures that are based on sound research and proven to improve child behavior, academics AND facilitate genuine partnerships with parents.
