I am writing to propose a highly practical, culturally unifying, and legally sound blueprint for the administrative delimitation of the Ahmedabad metropolitan region. This proposal not only fulfills the historical aspirations of the people but also serves as a definitive, logical rebuttal to recent petitions that falsely claim the restructuring is unconstitutional, regressive, or destructive to our heritage.

By utilizing the Sabarmati River as a natural, geographical boundary, we can create a "Two Cities, Two Identities" model that honors both our ancient roots and the ideology of the Father of the Nation, Mahatma Gandhi.

The Delimitation Proposal: The Sabarmati Masterplan

Given the exponential expansion of the city, I propose dividing the current district into two distinct administrative entities:

1. Ahmedabad City and District (East of Sabarmati)

 * Jurisdiction: The entire region on the Eastern bank, encompassing the historic walled city, Kalupur, and Maninagar.

 * Rationale: The main Kalupur railway station will retain the "Ahmedabad Junction" identity. Crucially, this ensures the "Historic City of Ahmedabad" retains its UNESCO World Heritage status without any legal or international diplomatic disruptions.

2. Karnavati Mahanagar within the newly formed 'Sabarmati District' (West of Sabarmati)

 * Jurisdiction: The modern, expanding metropolis on the Western bank of the river.

 * The Gandhian Vision (Sabarmati District): Designating the new broader district as Sabarmati District is the ultimate tribute to Mahatma Gandhi's ideology. As the western bank is the proud home of the Sabarmati Ashram, naming the district after the river and the Ashram anchors the region's identity in Gandhian values of truth, peace, and global harmony.

 * The Cultural Aspiration (Karnavati City): Within this universally respected Sabarmati District, the municipal corporation area will be designated as Karnavati Mahanagar, fulfilling the long-standing cultural aspiration of the Hindu populace to restore the legacy of King Karnadev.

 * Infrastructure: The Sabarmati Railway Station, already located here, will be elevated as the primary rail hub for the new district, seamlessly integrating with the presence of the Narendra Modi Stadium in Motera.

Strong Defense & Rebuttal to the Petitioners

Recent petitions have requested the government to drop the idea of renaming, citing economic, constitutional, and heritage concerns. Our "Sabarmati District & Karnavati City" model systematically dismantles every single objection:

1. Rebuttal to "Violation of Secularism & Erasing Islamic Influence"

 * Defense: The petitioners claim that restructuring the name is an "immoral exercise" that effaces Islamic history. Our proposal proves this entirely false. By keeping the name "Ahmedabad" for the Eastern Walled City, the Islamic heritage (the pols, gates, and mosques built by Ahmed Shah) remains entirely untouched. Furthermore, naming the new western district "Sabarmati" honors Mahatma Gandhi—the ultimate symbol of inclusive and secular Indian values. This proves our intent is culturally rich and unifying, not communal.

2. Rebuttal to "No Economic Purpose & Taking the City 600 Years Back"

 * Defense: By creating a new "Sabarmati District," we are streamlining governance for the booming western real estate, corporate, and IT hubs, while reducing the administrative burden on the historic eastern zone. Re-establishing the city name Karnavati under the Sabarmati District umbrella honors indigenous history while aggressively pushing modern economic growth forward.

3. Rebuttal to "Loss of Identity & Threat to UNESCO Heritage Status"

 * Defense: The petitioners' strongest argument hinges on the UNESCO World Heritage tag. However, the UNESCO recognition is specifically granted to the 15th-century fortified area in the East. By restricting the name "Ahmedabad" strictly to the Eastern bank, the international treaties and heritage tags remain legally undisturbed. The western bank, bearing the names of Karnavati and Sabarmati, claims its own distinct, proud identity.

Conclusion

This river-based division is a political and administrative masterstroke. It provides a seamless, zero-conflict restructuring that protects medieval heritage, honors Mahatma Gandhi’s global legacy through the "Sabarmati District," and fulfills the rightful public sentiment for "Karnavati."

We strongly urge the Government of Gujarat to reject the baseless arguments of the petitioners and consider this legally airtight pathway to officially gazette the establishment of Karnavati Mahanagar within Sabarmati District.

હું અમદાવાદ મેટ્રોપોલિટન પ્રદેશના વહીવટી સીમાંકન (delimitation) માટે એક અત્યંત વ્યવહારુ, સાંસ્કૃતિક રીતે એકીકૃત અને કાનૂની રીતે સક્ષમ બ્લુપ્રિન્ટનો પ્રસ્તાવ મૂકવા માટે આપને પત્ર લખી રહ્યો છું. આ પ્રસ્તાવ માત્ર લોકોની ઐતિહાસિક આકાંક્ષાઓને જ પૂરી નથી કરતો, પરંતુ તાજેતરની એ અરજીઓનો નિર્ણાયક અને તાર્કિક જવાબ પણ આપે છે જે ખોટો દાવો કરે છે કે આ પુનર્ગઠન અબંધારણીય, પશ્ચાતગામી અથવા આપણા વારસા માટે વિનાશક છે.

સાબરમતી નદીનો કુદરતી અને ભૌગોલિક સીમા તરીકે ઉપયોગ કરીને, આપણે "બે શહેરો, બે ઓળખ" નું એક એવું મોડેલ બનાવી શકીએ છીએ જે આપણા પ્રાચીન મૂળ અને રાષ્ટ્રપિતા મહાત્મા ગાંધીની વિચારધારા બંનેનું સન્માન કરે છે.

સીમાંકન પ્રસ્તાવ: સાબરમતી માસ્ટરપ્લાન

શહેરના અસાધારણ વિસ્તરણને ધ્યાનમાં લેતા, હું વર્તમાન જિલ્લાને બે અલગ-અલગ વહીવટી એકમોમાં વહેંચવાનો પ્રસ્તાવ મૂકું છું:

૧. અમદાવાદ શહેર અને જિલ્લો (સાબરમતીની પૂર્વમાં)

 * અધિકારક્ષેત્ર: પૂર્વ કાંઠાનો સમગ્ર પ્રદેશ, જેમાં ઐતિહાસિક કોટ વિસ્તાર (walled city), કાલુપુર અને મણિનગરનો સમાવેશ થાય છે.

 * તર્ક: મુખ્ય કાલુપુર રેલ્વે સ્ટેશન તેની "અમદાવાદ જંક્શન" તરીકેની ઓળખ જાળવી રાખશે. સૌથી મહત્વનું એ છે કે, આનાથી એ સુનિશ્ચિત થશે કે "ઐતિહાસિક શહેર અમદાવાદ" તેનો યુનેસ્કો (UNESCO) વર્લ્ડ હેરિટેજ સ્તરો કોઈ પણ કાનૂની અથવા આંતરરાષ્ટ્રીય રાજદ્વારી વિક્ષેપ વિના જળવાઈ રહે.

૨. નવગઠિત 'સાબરમતી જિલ્લા' અંતર્ગત કર્ણાવતી મહાનગર (સાબરમતીની પશ્ચિમમાં)

 * અધિકારક્ષેત્ર: નદીના પશ્ચિમ કાંઠા પરનું આધુનિક, વિસ્તરતું મહાનગર.

 * ગાંધીવાદી વિઝન (સાબરમતી જિલ્લો): નવા વ્યાપક જિલ્લાને 'સાબરમતી જિલ્લા' તરીકે નામ આપવું એ મહાત્મા ગાંધીની વિચારધારા માટે સર્વોચ્ચ શ્રદ્ધાંજલિ છે. પશ્ચિમ કાંઠો સાબરમતી આશ્રમનું ગૌરવશાળી ઘર હોવાથી, નદી અને આશ્રમ પરથી જિલ્લાનું નામકરણ પ્રદેશની ઓળખને ગાંધીજીના સત્ય, શાંતિ અને વૈશ્વિક સંવાદિતાના મૂલ્યોમાં સ્થિર કરે છે.

 * સાંસ્કૃતિક આકાંક્ષા (કર્ણાવતી શહેર): આ સાર્વત્રિક રીતે આદરણીય સાબરમતી જિલ્લાની અંદર, મ્યુનિસિપલ કોર્પોરેશન વિસ્તારને 'કર્ણાવતી મહાનગર' તરીકે નિયુક્ત કરવામાં આવશે, જે રાજા કર્ણદેવના વારસાને પુનઃસ્થાપિત કરવાની હિન્દુ જનતાની લાંબા સમયની સાંસ્કૃતિક આકાંક્ષાને પૂર્ણ કરશે.

 * માળખાકીય સુવિધાઓ: અહીં પહેલેથી જ આવેલું સાબરમતી રેલ્વે સ્ટેશન, નવા જિલ્લા માટે પ્રાથમિક રેલ હબ તરીકે વિકસાવવામાં આવશે, જે મોટેરામાં નરેન્દ્ર મોદી સ્ટેડિયમની ઉપસ્થિતિ સાથે એકીકૃત થશે.

અરજદારોને મજબૂત બચાવ અને જવાબ

તાજેતરની અરજીઓમાં આર્થિક, બંધારણીય અને વારસાની ચિંતાઓ ટાંકીને નામ બદલવાનો વિચાર માંડી વાળવા સરકારને વિનંતી કરવામાં આવી છે. અમારું "સાબરમતી જિલ્લો અને કર્ણાવતી શહેર" મોડેલ વ્યવસ્થિત રીતે દરેક વાંધાને નકારી કાઢે છે:

૧. "ધર્મનિરપેક્ષતાનું ઉલ્લંઘન અને ઇસ્લામિક પ્રભાવને ભૂંસી નાખવા" સામે જવાબ

 * બચાવ: અરજદારોનો દાવો છે કે નામનું પુનર્ગઠન એ એક "અનૈતિક કવાયત" છે જે ઇસ્લામિક ઇતિહાસને ભૂંસી નાખે છે. અમારો પ્રસ્તાવ આને સંપૂર્ણપણે ખોટો સાબિત કરે છે. પૂર્વ કોટ વિસ્તાર માટે "અમદાવાદ" નામ ચાલુ રાખીને, ઇસ્લામિક વારસો (અહેમદ શાહ દ્વારા બંધાયેલા પોળ, દરવાજા અને મસ્જિદો) સંપૂર્ણપણે અસ્પૃશ્ય રહે છે. વધુમાં, નવા પશ્ચિમ જિલ્લાનું નામ "સાબરમતી" રાખવું એ મહાત્મા ગાંધી - જે સમાવેશી અને ધર્મનિરપેક્ષ ભારતીય મૂલ્યોના સર્વોચ્ચ પ્રતીક છે - તેમનું સન્માન કરે છે. આ સાબિત કરે છે કે અમારો હેતુ સાંસ્કૃતિક રીતે સમૃદ્ધ અને એકીકૃત કરવાનો છે, કોમી નથી.

૨. "કોઈ આર્થિક હેતુ નથી અને શહેરને ૬૦૦ વર્ષ પાછળ લઈ જશે" સામે જવાબ

 * બચાવ: નવો "સાબરમતી જિલ્લો" બનાવીને, આપણે ઝડપથી વિકસતા પશ્ચિમ રિયલ એસ્ટેટ, કોર્પોરેટ અને આઈટી હબ માટે શાસનને સુવ્યવસ્થિત કરી રહ્યા છીએ, જ્યારે ઐતિહાસિક પૂર્વ ઝોન પરનો વહીવટી બોજ ઘટાડી રહ્યા છીએ. સાબરમતી જિલ્લાની છત્રછાયા હેઠળ શહેરનું નામ કર્ણાવતી પુનઃસ્થાપિત કરવું એ આધુનિક આર્થિક વૃદ્ધિને આક્રમક રીતે આગળ વધારવાની સાથે સ્વદેશી ઇતિહાસનું સન્માન કરે છે.

૩. "ઓળખ ગુમાવવા અને યુનેસ્કો હેરિટેજ સ્ટેટસ માટે જોખમ" સામે જવાબ

 * બચાવ: અરજદારોની સૌથી મજબૂત દલીલ યુનેસ્કો વર્લ્ડ હેરિટેજ ટેગ પર નિર્ભર છે. જોકે, યુનેસ્કોની માન્યતા ખાસ કરીને પૂર્વમાં ૧૫મી સદીના કિલ્લેબંધીવાળા વિસ્તારને આપવામાં આવી છે. "અમદાવાદ" નામ સખત રીતે પૂર્વ કાંઠા સુધી મર્યાદિત રાખીને, આંતરરાષ્ટ્રીય સંધિઓ અને હેરિટેજ ટેગ કાનૂની રીતે અખંડ રહે છે. કર્ણાવતી અને સાબરમતીના નામ ધરાવતો પશ્ચિમ કાંઠો, તેની પોતાની અલગ, ગૌરવપૂર્ણ ઓળખનો દાવો કરે છે.

અમે ગુજરાત સરકારને ભારપૂર્વક વિનંતી કરીએ છીએ કે તેઓ અરજદારોની નિરાધાર દલીલોને ફગાવી દે અને સાબરમતી જિલ્લામાં કર્ણાવતી મહાનગરની સ્થાપનાને સત્તાવાર રીતે ગેઝેટ કરવા માટેના આ કાનૂની રીતે સક્ષમ માર્ગ પર વિચાર કરે.
