Re introduce the UK rolling Classic Car Tax Exemption Scheme

Because the current fixed exemption scheme for UK classic cars is not fair.
When this was first introduced for cars over 25 years old in 1997 it was supposed to roll forward. But it hasn't rolled forward to exempt cars over a set age each year.
An exception to this was made in 2012 to move exemption from pre 1971 vehicles to pre 1973 but this only applies in April 2014.
Classic cars do very little mileage and the exemption should be applied fairly and roll each year to support people in using older vehicles.
30 years old seems a sensible cut off point and help keep cheap motoring and older vehicles on the road.
The current situation is clearly unfair and penalizes older vehicle ownership.
