I am Leticia Morales, a grandmother of seven in San Antonio, Texas House District 118.

Too many children in  Texas are left in dangerous placements after abuse reports are made, and families are told nothing can be done because DFPS has sovereign immunity.

I respect caseworkers, but immunity should not protect an agency when it violates its own laws and a child is seriously harmed.

I am asking Rep. John Lujan and the Texas Legislature to file THE SEVEN ACT. The Seven Act creates a limited waiver when DFPS violates law or policy and that violation causes death, serious injury, sexual abuse/trafficking, or placement in a known dangerous placement.

It keeps caps and deadlines, protects good-faith decisions, and bans retaliation.

I named it for my seven grandchildren and for seven promises: we will investigate, protect, not look away, follow our own policies, answer when we break them, fix dangerous placements, and put child protection first.
