Road stumps were introduced after hundreds of cars parked on the grass and beside paths in 1976, when car-parks were full; even there were concerns of injuries to cyclists.
Since then the parks have been added to metropolitan police jurisdiction and antisocial behavior can now be controlled by traffic police with fines, impounding and disposal.
Fear of injury is the excuse used by Lycra clad cyclists for shouting at pedestrians - but at least one cyclists has died hitting stumps, with numerous serious injuries.
Removing stumps will reduce fatalities and injury to cyclist, encourage better behavior without risking a return to antisocial driving
