The Postpartum Promise Act of Washington
The Issue
In Washington State, we recently celebrated a remarkable achievement: the introduction of an Apple Health benefit covering birth doulas. This move acknowledges the indispensable role doulas play in supporting families through pregnancy and birth. However, this promising step leaves a vital gap that impacts countless families, a gap that affects the postpartum period, which can be one of the most challenging times for new mothers and their newborns.
The first few weeks after childbirth are overwhelming and exhausting. They call it the 'fourth trimester' for a reason; it's a time when mothers are at risk for postpartum depression, anxiety, and other complications that can have lasting effects. During this critical time, specialized postpartum doulas can provide essential support by helping new mothers adjust to motherhood, offering guidance on infant care, and providing much-needed emotional support.
Unfortunately, the current Medicaid benefit combines prenatal, birth, and postpartum support into a single credential, effectively excluding postpartum-only doulas who are not present at births. This oversight denies thousands of low-income families access to the crucial support that could make all the difference in their recovery and adjustment period.
The data is clear: perinatal mood disorders affect 10-20% (1 in 5) of postpartum women, and studies show that continuous support from a professional postpartum doula can significantly reduce these risks. Specialized postpartum doulas are trained to address these needs, yet they remain unrecognized by current Medicaid protocols.
It's time for Washington State to take concrete action by introducing a standalone Medicaid benefit for postpartum doula care. By doing so, we can ensure all families have access to qualified postpartum support, regardless of their financial situation. This change will not only improve outcomes for mothers and infants but can also reduce healthcare costs by preventing complications that result in expensive hospitalizations.
I urge the Washington State legislature to recognize the importance of postpartum doulas and take the necessary step to prioritize maternal and infant health. Join me in calling for the introduction of a bill that creates a standalone Medicaid benefit for postpartum-only doulas. Sign this petition and help us pave the way for healthier families across Washington State.
