English: The Norwegian government has decided to abolish the au pair scheme. For many au pairs this scheme has been very important, and one of few possibilities to experience life in a European country.

We want the scheme to be improved rather than abolished. Several au pairs have therefore, with the support of the Filipino Helping Society and Caritas Norway, written a petition that we plan to publish in a Norwegian newspaper.

For the politicians to really listen to us we need as many au pairs as possible to sign it, both current and former au pairs. Please also share this with other au pairs you know, the more we are the stronger we are. This is our chance to keep and improve the au pair scheme!

Ninanais namin na mapabuti ang ganitong pamamaraan sa halip na ito ay tanggalin. Ilan sa mga au pairs, at sa tulong ng Filipino Helping Society at  Caritas Norway, ay sumulat ng isang petisyon na planong isulat sa isang pahayagan dito sa Norway. 

Para mas mapakinggan ng mga politiko , kinakailangan namin nang maraming au pairs hangga´t maari para malagdaan ito, pra sa mga dating au pairs at kasalakuyang au pairs. Nais din namin na ito ay maipabahagi sa mga ibang au pairs na iyong kilala, mas marami mas magiging malakas ang ating petisyon na isinusulong. Ito ang pagkakataon na mapanatili at mapabuti ang au pair scheme.

Norwegian: Den norske regjeringen har besluttet å avskaffe au pair-ordningen. Denne ordningen har vært veldig viktig for au pairer, og for mange er det en av få muligheter til å oppleve livet i et europeisk land.

Vi vil forbedre heller enn å avskaffe ordningen. Flere au pairer har derfor, med støtte fra det Filippinske hjelpesamfunn og Caritas Norge, skrevet et opprop som vi vil publisere i en norsk avis.

For at politikerne virkelig skal lytte til oss trenger vi at så mange au pairer som mulig, både nåværende og tidligere, signerer oppropet. Del dette med andre au pairer du kjenner, jo flere vi er jo sterkere er vi. Dette er vår mulighet til å beholde og forbedre au pair-ordningen!

Keep the au pair scheme!

We are tired of being talked about, and not directly spoken to. We are au pairs and want to tell our story. And we want the au pair scheme to be improved rather than abolished.

 In the recent months, there has been a lot of uncertainty regarding the au pair scheme in Norway. The new government has decided to abolish the scheme. They talk about the au pair scheme having played out its role. They say that it is no longer cultural exchange, but cheap labor. However, has anyone asked us au pairs about how we experience the scheme?

The media's portrayal of au pairs is based on assumptions and stereotypes we want to break down. It is true that most of us come from the Philippines, but we also come from countries such as Brazil, Ukraine, Kenya, Germany, Spain and Colombia. We are usually women, but there also male au pairs. Some are from wealthy families, others from simpler backgrounds. Some have just finished high school, others have higher education. But no matter where we come from, we are resourceful and we can, based on our own experiences, help to strengthen and improve a scheme that has meant a lot to most of us.

 Common to most of us is that the au pair scheme is one of the few opportunities to experience life in a European country. We do not have the opportunity to go backpacking or work voluntarily while experiencing the world. For us, the au pair scheme is one of the few opportunities to experience a cultural exchange. Being an au pair is a lifetime experience. We get insight into Norwegian family life. We gain experience from living in a democratic country with a strong welfare state. We experience Norwegian nature and food tradition. We make new friends, relationships, and experiences which we carry with us through life.

However, the reality is not only a dance on roses. While most of us have good experiences, some experience being treated as housekeepers. We meet host families that don’t want to get to know us, are not interested in our culture and background, and who take advantage of the scheme.

Unclarities about the rules lead to confusion, as well as abuse. This could easily have been avoided with a few adjustments. For instance, what does light housework really mean? How accessible should an au pair be for the host family? And why do we pay taxes when we are in fact on a cultural exchange and get pocket money?

Just imagine how it would have been to go to an unknown country far away from your loved ones at a young age, and try to find out what is actually right or wrong. Being new in Norway is not easy and living with an unknown family requires adaptation from both sides, where settling the boundaries and communicating clearly with each other at times can be challenging.

Many want to abolish the scheme to protect us. That is wrong. The scheme has obvious weaknesses, but don’t take away this opportunity from us. There are other and better ways to prevent that a few host families abuse the scheme.

You have the law at your feet, but we have the experience. We suggest that you ensure that the host families receive proper training, maybe even together with us, so that both parties get the same information. You can also clarify the regulations so that it is easier for us and the host families to adapt and communicate. And you can make it easier for us to get help and change host family if we are unlucky. You can also carry out controls so that abusive host families are detected faster.

But do not abolish the scheme without talking to us. We are the au pairs and we deserve to be heard.

 

Panatilihin ang Au pair Scheme!

Pagod na kaming pag-usapan… at hindi kausapin.

Kami ay mga au pair at nais naming ibahagi ang aming kwento. Gusto naming panatilihin ang au pair scheme at ito ay paunlarin.

Sa nakalipas na mga buwan, nagkaroon ng kawalan ng kasiguraduhan tungkol sa scheme ng au pair sa Norway.

Nagpasya ang bagong gobyerno na buwagin ang scheme na ito. Pinag-uusapan nila ang au pair scheme at ang naging sistema nito. Hindi na raw cultural exchange, kundi isang trabaho na may mababang sahod na kapalit.

Ngunit bakit hindi kaya kami tanungin, kung paano namin nararanasan ang scheme?

Ang paglalarawan ng media sa mga au pairs ay batay sa mga haka-haka at stereotype na gusto nating puksain.

Totoong karamihan sa amin ay nagmula sa Pilipinas, ngunit mayroon ring nanggaling sa mga bansang tulad ng Brazil, Ukraine, Kenya, Germany, Spain at Colombia.

Marami sa amin ay mga kababaihan, ngunit mayroon ding mga kalalakihan. Ang iba ay mula sa mayaman na pamilya, may iilang nagmula sa mas simpleng estado ng pamumuhay. Ang iba naman ay nagtapos ng high school, at mayroon ding may mas mataas na edukasyon.

Ngunit saan man kami nanggaling, kami ay likas na mapamaraan at mula sa aming mga sariling karanasan, maaari kaming tumulong na pagtibayin at pag-igihin ang isang programang malaki ang kahulugan sa amin.

Ang au pair scheme para sa karamihan, ay isa sa iilang pagkakataong nagpapahintulot sa aming maranasan ang buhay sa isang bansa sa Europa. Hindi kami nakakaranas ng ganitong oportunidad na mag-backpacking o makipagsapalaran habang nalalasap ang ganda mundo.

Para sa amin, ang au pair scheme ay isa sa isang pagkakataon para sa pagpapalitan ng kultura.

Ang pagiging au pair ay isang panghabambuhay na karanasan.

Nakakakuha kami ng pag-unawa sa kung paano nabubuhay ang isang pamilyang Norwegian.

Nagkakaroon rin kami ng karanasang mamuhay sa isang demokratiko at pantay na bansang may matatag na estado ng pangangalaga.

Nasasaksihan namin ang ganda ng kalikasan ng Norway at mga tradisyonal nitong pagkain. Nagkakaroon ng mga bagong kaibigan, relasyon at karanasan na sa huli ay nagdudulot sa amin ng mga mahahalagang aral.

Ngunit ang katotohanan ay hindi malarosas. Bagamat karamihan ay may magagandang karanasan, ang ilan sa amin ay nakakaranas na tratuhing bilang mga kasambahay.

Nakakakita kami ng mga host family na ayaw kaming makilala, mga hindi interesado sa aming kultura at pinagmulan, at ang mga umaabuso sa mismong intensyon ng scheme.

Ang kawalan ng katiyakan sa mga regulasyon ay isang salik na maaaring pagmulan ng kalituhan at ng pang-aabuso ng programa, na parehong maaaring maiwasan. 

Ano nga ba ang ibig sabihin ng magaan na gawaing bahay?

Gaano ba dapat maging accessible ang isa sa host family? 

At bakit kailangang magbayad ng buwis kung ang programa ay tungkol sa palitan ng kultura, at bakit rin nakakakuha ng pocket money?

Pagnilayan kung ano ang magiging pakiramdam na pumunta sa isang banyagang bansa na malayo sa inaakala mo, sa murang edad at subukang alamin kung ano talaga ang tama at mali. 

Ang pagiging bago sa Norway ay hindi madali.  At ang pamumuhay kasama ang isang hindi kilalang pamilya ay nangangailangan ng pakikibagay mula sa magkabilang panig, kung saan ang pagtatakda ng mga hangganan at pakikipag-usap ng malinaw sa isa't isa ay maaaring maging mahirap kung minsan.

Maraming gustong alisin ang scheme para protektahan kami.  Ngunit hindi ito ang solusyon.

Ang programa ay may malinaw na mga kahinaan, ngunit huwag naman sanang alisin sa amin ang pagkakataong ito. 

Mayroong iba, at mas mainam na pamamaraan upang maiwasan na magkaron ng iilang mga host family na mang-aabuso sa scheme.

Nasa kamay ninyo ang batas, ngunit kami ay mayroong direktang karanasan patungkol sa au pair scheme. 

Ang aming mga mungkahi ay: Paniguraduhin na ang mga host family ay makakatanggap ng wastong pagsasanay. At ang parehong partido ay makakuha ng parehas na impormasyon. 

Maaari rin ninyong linawin ang mga regulasyon upang mas madali para sa amin at sa mga host family na pagsaluhan nang magkatuwang ang pang-araw-araw na buhay, o upang mapadali na rin ang pagkuha namin ng tulong o pagpapalit ng host family kung kami man ay hindi palarin. 

Maaari rin kayong magsagawa ng mga pagsusuri upang mas mabilis na matukoy ang masasamang gawain ng ilang host family, ngunit huwag tanggalin ang programa nang hindi nakikipag-usap sa amin...

Behold au pair-ordningen!

Vi er lei av å bli snakket om, og ikke til. Vi er au pairer som ønsker å fortelle vår historie. Og vi ønsker at au pair-ordningen består og forbedres.

De siste månedene har det vært mye usikkerhet knyttet til au pair-ordningen i Norge. Den nye regjeringen har besluttet å avskaffe ordningen. De snakker om at au pair-ordningen har utspilt sin rolle. De sier det ikke lengre er kulturutveksling, men billig arbeidskraft. Men hva med å spørre oss om hvordan vi opplever ordningen?

Medias fremstilling av au pairer er bygget på antagelser og stereotypier vi ønsker å slå ned på. Det stemmer at de fleste av oss kommer fra Filipinene, men vi kommer også fra land som Brazil, Ukraina, Kenya, Tyskland, Spania og Colombia.  Vi er oftest kvinner, men også menn. Noen fra velstående familier, andre fra enklere kår. Noen er nettopp ferdige med videregående, andre har høyere utdannelse. Men uansett hvor vi kommer fra er vi ressurssterke og vi kan, basert på våre egne erfaringer, bidra til å styrke og forbedre en ordning som har betydd mye for de fleste av oss.

Felles for de fleste av oss er at au pair-ordningen er en av få muligheter til å oppleve livet i et europeisk land. Vi har ikke mulighet til å dra på backpacking eller jobbe frivillig mens vi opplever verden. For oss er au pair-ordningen en av få muligheter til kulturutveksling.

Det å være au pair er en opplevelse for livet. Vi får innblikk i hvordan en norsk familie lever. Vi får erfaring med å bo i et demokratisk og likestilt land med en sterk velferdsstat. Vi opplever norsk natur og mattradisjon. Vi får nye venner, relasjoner og opplevelser. Og tar med oss verdifulle erfaringer videre i livet.

Men virkeligheten er ikke rosenrød. Mens de fleste har gode erfaringer, opplever noen av oss å bli behandlet som hushjelper. Vi møter vertsfamilier som ikke ønsker å bli kjent med oss. Som ikke er interessert i vår kultur og bakgrunn. Og som misbruker selve intensjonen i ordningen.

Uklarheter i regelverket er en faktor som både kan være rot til forvirring, men også misbruk av ordningen, som lett kunne vært unngått. For hva betyr egentlig lett husarbeid? Hvor tilgjengelig skal man være for vertsfamilien? Og hvorfor betaler vi skatt når vi egentlig er på kulturutveksling og får lommepenger?

Bare tenk selv hvordan det ville ha vært å dra til et ukjent land langt unna kjente og nære i ung alder og prøve å finne ut av hva som er faktisk er riktig og galt. Det å være ny i Norge er ikke lett. Og det å bo sammen med en ukjent familie krever tilpasning fra begge parter, hvor det å sette grenser og kommunisere tydelig ovenfor hverandre kan være utfordrende av og til.  

Mange ønsker å avvikle ordningen for å beskytte oss. Det blir feil. Ordningen har tydelige svakheter, men ikke ta fra oss denne muligheten. Det finnes andre, og bedre, måter å hindre at noen få vertsfamilier misbruker ordningen.  

Dere har loven i hånden, men vi har erfaringen. Våre forslag er at dere sikrer at vertsfamiliene får ordentlig kursing. Kanskje sammen med oss, slik at begge parter får samme informasjon. Dere kan også tydeliggjøre regelverket slik at det er lettere for oss og vertsfamiliene å få hverdagen sammen til å fungere. Og dere kan gjøre det lettere for oss å få hjelp og bytte vertsfamilie dersom vi er uheldige. Og dere kan utføre kontroller slik at dårlige vertsfamilier blir fortere oppdaget.

Men ikke avskaff ordningen uten å snakke med oss. Vi er au pairene og vi fortjener å bli hørt.
