Jeremy Hambly, otherwise known as The Quartering, has already recieved a lifetime ban from DCI. Some concerned members of the community still feel like this isn't enough. 

I would like to propose we impose yet another lifetime ban on Mr. Hambly. This time, it's fingers. 

No, Mr. Hambly. We don't want to take your free speech away. We just want to ban your fingers.
