On behalf of the residents of the City of Maricopa, this online petition is designed to send a clear message to the Maricopa City Council that it’s residential base is extremely frustrated with the business practices, operation standards and infrastructure of Global Water Resources.  As of January 17, 2017, our town has endured three main line breaks inside of six months.  While we recognize that the City of Maricopa has no control over Global Water Resources, it does hold a position of influence as evidenced by past business dealings, including a past resolution supporting use of Infrastructure Coordination Financing Agreements (ICFAs) that might be attributing to a water rate charge disparity impacting our residents.

This petition will seek to achieve the following:

**Accumulate online signatures to visually represent our town’s frustration with Global Water.  As residents, we all have a voice and it’s not always possible to attend a City Council meeting to express our concerns.  As such, this petition and accompanied signatures should be held in the same light as appearing at a City Council meeting and speaking up during the call to the public.

**To formally request that the Maricopa City Council dutifully represent its constituents and hire a third party investigative resource to examine Global Water Resources failing infrastructure, business practices and operation standards.  All final reports must be publically posted on City of Maricopa Web Site and archived appropriately.  Residents expect payment for this procedure to come from City of Maricopa’s contingency funds, which are frequently used to cover unplanned expenses.

**To formally request that Global Water publish their ICFAs currently in place with all developers in Maricopa.  Publication shall be made on their web site as well as the City of Maricopa’s web site. We understand these agreements may be subject to privacy clauses, but in the spirit of transparency, this is a request we’d like to see satisfied. 

**To formally post audited statements showing full compliance with Resolution 11-40 signed on June 23, 2011 by former Mayor Anthony Smith and approved by Maricopa City Council vote.

It is the desire of the residents of Maricopa to be fairly charged for water services, assured of sound infrastructure as well as operational standards that are fully transparent and responsive.  It is our hope that this online petition gains enough signatures to visually illustrate the frustration we have and to seek reassurance through 3rd party assessments obtained by public vote of the City Council.
