Call on the International Community to Keep Funding the Special Tribunal for Lebanon

The Special Tribunal for Lebanon (STL) is witnessing today a severe financial crisis.

The STL relies on voluntary contributions that make up 51 per cent of its funding, while 49 per cent comes from Lebanon. Unfortunately, due to the ongoing economic crisis in Lebanon, the country has been unable to fulfill its obligation and the UN granted a subvention of 15.5 million USD covering 75% of Lebanon’s contribution towards the STL’s budget. However, other voluntary contributions remain lacking.

In 2020, the STL was asked to make significant cuts, and it delivered, reducing staff numbers by almost 40%. Without immediate funding, the STL will not be able to fulfill its current mandate and will have to cease all operations on 31 July 2021, without concluding the judicial proceedings in the two cases currently before the Tribunal, the Ayyash et al. case (STL-11-01) and the Ayyash case (STL-18-10).

To completely erase so much sustained effort and dash the hopes of so many this close to the natural culmination of those efforts is wrong.

The victims and their families are owed Justice.

It is apparent today, that Justice will not be realized.

Answers can still be given.

We ask  those who are no longer willing to financially support the Tribunal: “Why are you rescinding your support now that all financial conditions have been  met?”

By not granting the STL the necessary funds and resources needed to complete its mandate, the international community will be turning its back on the victims of terrorist attacks, the people of Lebanon and international criminal justice in general.

Today, we are calling on the donor states in particular, and the international community in general, to keep on funding the Special Tribunal Lebanon and ensuring its effective functioning so that the dedicated staff of this organization may continue their work in furthering accountability and the rule of law.
