Domestic cats roam and mame birds and animals day and night. Neighbours yards are impacted by predation on the wildlife visiting there, distressing the land holders and birds, possums and lizards etc traumatized or killed. The Dog and Cat Management Act 1995 makes limited provision for cats. Statewide laws are needed to address the environmental damage and nuisance caused by wandering cats. 
The cats themselves live longer, healthier lives when protected from vehicle impact, fighting, snake bite, unwanted pregnancy and disease transmissions from wandering cats. 
It is requested the Dog and Cat Management Act 1995 be reviewed and amended to-

—require cats to be contained to their owner's property 24/7.

-Introduce a fineable offense to allow a cat to wander at large. 
-To permit cats in a public place if they are effectively controlled by means of a physical restraint (ie. a lead)

-To give Councils the power to require and enforce cat containment including the power to sieze an owned cat that is wandering at large and

-Introduce procedures for the detention of owned cats, their return or rehoming. 

The escalation over the past five years in proven, witnessed domestic cat attacks on wildlife has reached 6 out of 8 rescues received at Minton Farm Animal Rescue Centre. This level of predation is unsustainable and needs to be addressed before even more species are added to the list of extinctions in Australia during the past 200 years.
