Thanks to the Agenda and Helena for taking the time to talk about this ongoing problem within FRO that has affected so many families. I watched this video and it is welcoming news that FRO finally adopted FRO online which will help many individuals whose income changes frequently such as seasonal workers. I could never understand why FRO online was not put in place from the beginning. My colleague and I Paulette MacDonald met with Federal MP and Provincial MPP a few years ago and according to them we were the first to have members from both Federal and Provincial government meet in the same room. We discussed many issues surrounding family law and FRO, online were one of them. The way legislation is presently set up is the support payor must make a motion in family court every time their income changed for example if they are laid off, work termination, become ill etc … to have CS (Child Support) payments reduced to a lesser amount this could take months or longer causing stress to the support payor who has to reduce their spending while the recipients still receives same amount of CS until issue is resolved in family court. This can be very frustrating financially/emotionally for the support payor . I know one question I would have wanted answered by the Minister and I asked our MPP to forward this question. Why is it that a married couple has a choice when it comes to paying for their (adult) child/children’s education (college/university) while separated parents do not ? Separated parents are forced to pay by the courts for their child’s education (college/university). I believe it is discrimination against a separated parent under Marital Status according to the Humane Rights Act. Helena also mentions 1/3 of parents pay 1/3 try and 1/3 do not. There seems to be a concern about individuals turning to welfare and this is the justification for taking extreme measures to go after support payors . What kind of education did these people have before becoming a parent? what skills did or do they have? can they not find a way to become self sufficient with a little help from the Minister ? The focus should be on the 1/3 that tries and the 1/3 that do not and try to understand the circumstances surrounding these figures. Take into consideration the 1/3 that tries are they the seasonal workers who do not work all year round, could it be those who try to meet their obligation but are faced with high legal costs, is it due to individuals having to adjust their life taking time off work due to court hearings, stress, moving etc … The 1/3 that do not pay and possible reasons … were they exposed to bias decisions by the courts, were they exposed to emotional/physical/financial/psychological abuse, did they suffer from mental illness or mental stress , did they loose everything they worked for, home, pension etc … were they denied access to their child/children, were they accused of false allegations, were they told to pay an unfair amount for CS,were they like Trena’s father … https://www.youtube.com/watch?v=rL0zATlB1Hg ,or these families … http://www.huffingtonpost.ca/…/family-responsibility-off_n_… , or part of this story … http://www.canadiancrc.com/…/Ottawa_Citizen_invisible_suici… , were they told they must pay Alimony whereas I do not agree with myself in this day and age I am all for equality not equality with benefits at the expense of others. Giving someone alimony is like giving an able body person a disability cheque creating dependency vs independence. Were they the portion of individuals who depend on their driver’s license for work such as truck drivers who had their drivers license revoked for being in the arrears that Helena admitted earlier in the interview it can take up to 4 months to forward court orders to FRO putting many in the arrears. Here is the story of one truck driver who had his license taken away for non payment of CS who tried to explain to FRO but did nothing and truck driver lost his job and committed suicide… http://www.ottawadivorce.com/…/wife-sue-ontario-family-res…/ . The minister talks about how much FRO has collected since they started which was 12.1 billion and FRO making .08 cents for every dollar collected , I have to ask myself being an Advocate for over 14 years back when Paul Martin was Prime Minister meeting his colleagues in Ottawa along with other advocate group leaders that were known nationally and internationally and being a victim myself of family court and FRO how many lives and families were destroyed, how many parents became alienated from there child/children, how many people quit there job, how many people are in jail, how many became victims of domestic violence, how many became homeless, how many children grew up without their parent, how many turned to drugs/alcohol, how many just gave up on the thought of getting married, how many have giving up on trying to enjoy life because of others greed and committed suicide in that collection of 12.1 billion dollars ? I hope my comments and the videos help motivate not only Helena Jaczek but others that legislation needs to change not only within FRO but Family Law and also attitudes among some parents need to change. How is spending thousands of dollars in legal costs considered the “Best Interest of the Child”? Helena also mentions FRO receives over 8000 calls per day they (agents)may not know peoples frustration but I believe they do understand peoples frustration considering they are on the frontline everyday when it comes to the complaints department. If they want the number of welfare recipients to decrease and if they truly want positive change they can share this information and help in advocating for families to their local MP, MPPS.
