The Hills Shire Council claims that there has been an increased demand on existing sports grounds.

On 9 June 2015, The Hills Shire Council advised that Connie Lowe Reserve (also known locally as Rouse Hill Dog Park) has been proposed as being capable and suitable for active sport to meet this demand.

The Hills Shire Council claims this is being done to create an opportunity for it to be allocated for competitive sport

Connie Lowe Reserve SHOULD NOT be made into a sports ground because:

1. It will cause significant adverse impact in nearby residences, with respect to noise, car parking, traffic and lighting.

2. It is the only off-leash dog park available to the residents of Rouse Hill and surrounding Hills Shire suburbs including Beaumont Hills, Kellyville, Annangrove and Box Hill.

3. It is an integral part of the local community, not just for exercising dogs, but as a place for all members of the local community to meet and socialise.

Hills Shire Mayor Andrew Jefferies has stated that "The Hills Shire is growing and Council is doing everything it can to ensure as many juniors as possible are able to play sport every weekend.”  Council should be requiring developers to include sports grounds in those growth areas, rather than trying to retrofit an existing park with established use in an established community.
