Do not auction Kong, let K9 Kong's original family adopt him.
"When state government has, say, old office furniture that is no longer useful, the procurement code mandates a committee approve and oversee what happens to it. The committee must send a letter to the state Auditor’s Office describing the property and what it wants to do with it, then wait 30 days, then sell it to another governmental entity or the public via auction or sealed bid, donate it to a nonprofit or have it destroyed. Fine for a battered desk. For a living, breathing being, not even close."
