The pet overpopulation is becoming uncontrollable and the rescue organizations are unable to save all these amazing wonderful dogs from certain death, who are just victims of ignorance and poverty. If anyone is found in possession of an unfixed dog, he must be charged with a fine. That fine money will be used towards spay and neuter programs.
