At present some of the laws governing the ability of citizens to carry weapons date back to before independence :- 1953 in the case of the PREVENTION OF CRIME
(OFFENSIVE WEAPONS) ACT Chapter 11:09 and 1960 for the RESTRICTION OF OFFENSIVE WEAPONS ACT CHAPTER 11:10

The possession Tasers and Pepper spray are illegal under the present legislation in Trinidad and Tobago . This prevents citizens from access to game changing weapons that may help deter crimes.

We are calling for the present Government to immediately decriminalize the possession of Pepper Spray and consider the decriminalization of Tasers , if a study finds that they are safe enough for general use by the public.

Furthermore ,equipping the Police Service with pepper spray will allow them a non lethal option to deal with situations. This may reduce the incidences of excessive use of force by Police Officers .

A study undertaken by the US Department of Justice showed that in North Carolina once pepper spray was introduced for use by the police force:

1. the number of injuries to police officers and suspects declined after
pepper spray was introduced.

2.Complaints that the police used excessive force also declined

Another study showed Pepper spray to be 90% effective in incapacitating assailants :https://www.ncjrs.gov/txtfiles/162358.txt

Addendum : This petition only seeks to allow citizen to use Pepper Spray in self defense. Attacking an unarmed and innocent person with pepper spray will still remain a crime
