The Issue

WE, A CONCERNED GROUP OF CITIZENS CALL ON THE GOVERNMENT OF ANTIGUA & BARBUDA TO ACT ON AN ISSUE:

The Delayed Course of Justice for D.Gisele Isaac

We are petitioning the Government of Antigua & Barbuda to act on the three court cases it has brought against D.Gisele Isaac that continue to drag on and be stalled in the High Court.

We are also petitioning the Government's legal counsel - Watt, Dorsett & Company to act on the recent Privy Council judgement handed down on May 14, 2018, in which the Council paved the way for Gisele to bring action against the Micheal Browne and Steadroy Benjamin. The Government and its legal counsel have refused to take action to honor the judgement, file the necessary affidavits in response to Gisele's claim or pay her attorney as instructed by the Privy Council.

As citizens, we demand that the Government of Antigua & Barbuda, in the interest of justice, basic civil and human rights, take action on these cases OR file for them to be dismissed.

History

After winning the 2014 general elections, the Government of Antigua & Barbuda, under the Antigua & Barbuda Labour Party brought three court cases against former Executive Secretary of the Board of Education (BoE) and Speaker of the House of Representatives, Dame D.Gisele Isaac.

In her capacity as Executive Secretary of the BoE, she was suspended from her position on July 18, 2014 for 28 days. Upon returning to work after her suspension, she found the locks to her office had been changed and took the BoE to task for this. This snowballed into the Government bringing charges against her.

The three cases against Gisele consist of:

  1. A debt collector/bailiff contract awarded to Algernon ‘Serpent’ Watts by the Board of Directors , which the Government insists was paid higher than normal. Both Isaac and Watts were arrested in June 2015. Isaac’s charges in this matter were sent to High Court in September 2016.
  2. A salary adjustment given to Isaac by the Board of Directors in 2004 and ratified by Cabinet in 2005. Isaac was arrested in December 2015. This case was sent to High Court in June 2016.
  3. Salary increases authorized by the Minister, in line with Managers' contract, between 2009-14. Isaac was arrested in May 2016. This case was sent to High Court sometime early 2017.

These three cases were sent to the High Court and to date they are still listed as “pending”.
