The Issue

Freedom of Prolonged Assembly Act

 

We the undersigned, being taxpaying citizens of the United States, do hereby grant full access and use of public properties, be they state or federally held, to the Occupy Movement. As public property is maintained with our tax dollars, and is owned in commons by the public, we do hereby grant an affirmative easement to the Occupy Movement, granting them right to use the property for all matters relating to the Occupy Movement, including: holding general assembly meetings, non-violent protest, and habitation; this list is not all-inclusive.

This easement is granted with the following conditions:

1) The Occupy Movement must at all times adhere to Fire Safety Codes as they apply to the property, and shall be subject to periodic inspection by an appointed Fire Marshal or Inspector. These inspections shall not be performed more often than once per week. Upon finding any infractions of Fire Safety Codes the Fire Marshal or Inspector shall meet with the general assembly, or an appointed spokesperson, in order to remediate these infractions within 24 hours.

2) The Occupy Movement must form a Crime and Safety Watch composed of volunteers or members appointed by the general assembly. This Crime and Safety Watch will adhere to the same guidelines laid forth by the National Neighborhood Watch Program*. Upon assembling the Crime and Safety Watch local Law Enforcement shall be contacted, and a Crime Prevention Officer will be assigned to supply initial training of volunteers and appointed members. At all times a Crime Prevention Officer shall remain on site, and act as a liaison between the Occupy Movement's Crime and Safety Watch and local Law Enforcement.

To the 'We the People' staff and moderators:

While the Terms of Participation explain that "the White House may decline to address certain procurement, law enforcement, adjudicatory, or similar matters properly within the jurisdiction of federal departments or agencies, federal courts, or state and local government." We the undersigned also put forth that this issue is larger than any one city, county, or state; and as such we are appealing to the White House to comment on what has become not only a National issue, but a Global issue. What began in New York has continued to spread to cities throughout the United States and throughout the World. Local Governments are capable of enacting orders relating to the use of public properties, we are not demanding that the White House circumvent Local Government, but that you let those governments know the will of the people.
