The Excess Pets Relief Act

The Issue

In spite of there being 122 officially recognized animal rescue partners in Pinellas County, the shelters and rescues are continuously over capacity, financially broke and spiritually broken due to the perpetual overflow of dogs and cats.

Pinellas lawmakers have the ability to enact THE overpopulation solution which has proven effective elsewhere by insisting that owned pets are required to be spayed or neutered. Registered breeders, agility/show/hunting dogs and medical exemptions are exceptions to sterilization requirements.

Enacted elsewhere for the following;

"Purpose.  The county has determined that the unintended or uncontrolled breeding of dogs and cats within the county leads to many dogs, cats, puppies, and kittens being unwanted,  becoming strays, suffering privation and death, being impounded and euthanized at great  expense to the community, and constituting a public nuisance and public health hazard. It is,  therefore, declared that every feasible means of reducing the number of unwanted dogs, cats,  puppies, and kittens be encouraged."

Spay/Neuter Insistence;
• reduces excess litters born, contained, housed and either adopted -or- killed/cremated at > $1,000 each in Pinellas County at taxpayer expense.
• unburdens our shelters and the volunteer army of caregiver citizens from time, money and resources used to manage these excessive numbers of animals born into homelessness.
• faces the fact that "adopting our way out of this mess" isn't working for anything or anyone. The only solution is to Fix the problem at the source.
• addresses cruel futility via hoarding animals in cages for months causes deteriorating behavior, including aggression, leads to animals eventually being destroyed serving no one

We must not continue witnessing what doesn't add up while fully knowing it never can.


Spay/neuter insistence at the source = the problem's prevention that's been proven necessary and effective.

WE insist that the Commissioners We vote for enact THE only real and costl-effective excess homeless pet solution.
