The County of Newell currently has no cat bylaw, and that is hurting both the community and the animals.

A large number of cats in the area are homeless, and many are not spayed or neutered. Without clear rules in place, the problem keeps growing. More cats are left roaming, more litters are born, and more animals end up neglected, abandoned, injured, or left to survive on their own.

This also creates ongoing concerns for residents, including property issues, neighbour complaints, and no clear accountability when problems happen. Right now, there are no clear expectations and no real solutions.

This is not about attacking responsible pet owners. It is about creating fair, reasonable rules that protect cats, support responsible ownership, and help prevent this problem from getting worse.

A clear cat bylaw would help address uncontrolled breeding, reduce the number of homeless cats, improve animal welfare, and give the community a better way to deal with ongoing issues.

We are calling on the County of Newell to create a fair cat bylaw that protects both animals and residents.
