The Issue

TAKE BACK OUR STREETS! Return the Philadelphia Parking Authority to the People!

Philadelphia residents deserve fair parking, reasonable fines, safer streets, and accountability!

We, the residents, workers, and taxpayers of Philadelphia, demand the return of the Philadelphia Parking Authority (PPA) to local control and immediate reform of its enforcement practices.

In 2001, Pennsylvania transferred control of PPA board appointments from Philadelphia’s mayor to the governor. Yet Philadelphia residents continue to bear the financial burden of parking regulations, excessive tickets, towing fees, and restrictive residential parking policies.

Meanwhile, our communities face potholes, deteriorating roads, ongoing construction, and limited parking availability.

We are demanding the following changes:

Return Local Control: Restore Philadelphia’s authority over the PPA through state legislation, with resident representation and independent oversight.
Reduce Excessive Fines: Review overpriced parking tickets, late penalties, towing fees, and impoundment charges.
Review 24-Hour Enforcement: Reevaluate overnight ticketing and enforcement practices, particularly for nonhazardous parking violations.
Reform Residential Parking: Review two-hour parking limits, residential permit fees, and restrictions that make it difficult for residents to park near their homes.
Protect Vehicle Owners: Establish fair procedures for disputing tickets associated with vehicles that have been sold or transferred, and require transparency regarding VIN, license plate, and registration inspections.
Investigate Misconduct: Require independent investigations into credible allegations of corruption, improper ticketing, abuse of authority, and financial misconduct.
Address Potholes and Construction: Improve coordination between parking enforcement and roadwork agencies. Provide clear construction notices, temporary parking accommodations, and fair appeals when construction-related restrictions are unclear.
Demand Financial Transparency: Publicly disclose parking revenue, expenses, contracts, and how funds are distributed.
Protect Residents from Unfair Towing: Review towing procedures, storage charges, notification requirements, and opportunities to challenge improper enforcement.
Give Residents a Voice: Require public hearings, meaningful community representation, and greater accountability in decisions affecting Philadelphia neighborhoods.
Our message is simple:

Philadelphia residents should not face unnecessary financial hardship simply for owning a vehicle, parking near their homes, or navigating streets disrupted by construction and poor road conditions.

We recognize the importance of reasonable parking regulations, public safety, and accessible streets. However, enforcement must be fair, transparent, and accountable to the communities it serves.

We call upon the Pennsylvania General Assembly, Governor, Philadelphia City Council, and PPA leadership to take action, hold public hearings, and establish a clear plan for reform while protecting legally required public funding.

OUR STREETS. OUR CITY. OUR VOICE.

Return the PPA to Philadelphia. Fair parking. Fair fines. Real accountability.

Sign this petition to demand legislative action and meaningful reform of the Philadelphia Parking Authority.
