This is what the local authority defines is a personal budget which is two pages. When on the other  hand this is what the Department of Education defines is a personal budget and other web sources claim the same definition. Which is more realistic as a personal budget. Then local authorities personal budget, which is not within the guidelines of the law of a personal budget.
To think that SEN families have to be told & sold a false unlawful claims of what is a personal budget in cost cutting, sabotage, institutional neglect and institutional racism to what the SEN families stand for. This may be they definition & view as local authorities. However while they wast funds and vital resources time after time on unnecessary pandemics and public sector organisations and projects which never manifest for example cross rail, Hammersmith Bridge and etc. What's heartless and disgraceful is that. Whilst this is all happening a forgeten children  or young adult who may have learning difficulties and the SEN families are being institutional neglected due to these continuous failings of funding.
Personal Budget should not have to be a lengthy and long process to be approved..!
Something must be done as matter of urgency!!!!

Department for Education Definition of a personal budget:
           
 Personal Budget

It allows you to have a say in how to spend the money on support for your child.
There are 3 ways you can use your personal budget. You can have: direct payments made into your account - you buy and manage services yourself an arrangement with your local authority or school where they hold the money for you but you still decide how to spend it (sometimes called ‘notional arrangements’) third-party arrangements - you choose someone else to manage the money for you. You can have a combination of all 3 options.
