The City of Oceanside, CA: Implement residential permit parking in the downtown neighborhood
The Issue
As the growth of downtown Oceanside businesses & community growth continues, it has become very evident that businesses cannot provide immediately accessible or ample parking to their customers. Nighttime customers of the downtown bars and restaurants are using the street parking in the neighborhoods along Cleveland, Tremont, Civic Center, Surfrider and Sportfisher streets.
It has become increasingly apparent that these nighttime customers of the downtown businesses are creating numerous problems in the safety and comfort of the residents to the neighborhoods closest, as there are no parking restrictions, aside from Monday street cleaning. While there is ample free parking available to the customers in the lots located on Mission Street, the non-restricted neighborhood parking is more accessible and desirable to these customers.
As many of these customers are weekend bar patrons, the inhibitions are generally lowered and they are often disrespectful and disruptive to the residents and their properties along the streets they are parking including:
1. Property Vandalism
2. Urination on property
3. Fighting
4. Excessively loud during late nighttime hours (12-4am)
5. Littering on the property
6. Loitering on and outside property
7. Entering gated areas of property
8. Loitering in car outside properties, while playing music or idling car engine
9. Damaging cars parked on the street
10. Generally disrespectful behavior to complaining residents
Having this petition expresses our concerns to the City of Oceanside to issue parking restrictions after 10pm on Thursday - Sunday and to issue parking permits to each household and business to eliminate these ongoing problems.
Issuing parking restrictions will not only redirect the customers to the free parking lots, it will bring additional money from parking fines to the city reinvest in the community, but will also increase the safety and comfort of the residents of our downtown neighborhood.
Petition:
We, the residents of Oceanside, call on the City of Oceanside to perform the necessary surveys, hold public hearings, and establish that the downtown residential area be designated as a Residential Permit Parking area, for consideration of issuance of parking restrictions and parking permits granted to each household and business on the streets of Tremont (North and South), Sportfisher, Cleaveland (North and South), Surfrider and Civic Center Dr.
We understand that if this area is designated by the City of Oceanside, the following parking regulations would become effective:
• Posted time-limited parking during the designated days and hours
• Exemption from posted time limits for residents and businesses whose vehicles display a valid sticker.
There is no annual cost for the sticker for residents, and residents are allowed one sticker per vehicle registered and an additional guest permit within the designated area, and each business is allowed one sticker per staff member. This parking pass shall expire annually.
