We, the concerned citizens of the Town of Waynesville, wish to make our voices heard and do hereby petition the Board of Aldermen to take heed of our positions on the following issues:

1. Any and all low barrier homeless shelters should be prohibited within the town limits and jurisdiction of the Town of Waynesville, NC.

For this purpose, a low barrier homeless shelter is defined as any homeless shelter or other housing which accepts residents who are under the influence of alcohol, illegal drugs, and/or other intoxicating substances (except such residents who submit to and comply with immediate detox treatment and rehabilitation), and also defined as any such shelter or housing which accepts or retains residents who continue to use of abuse such substances after admission.

2. The zoning ordinances of the Town of Waynesville should not be amended or changed in any way that would allow any additional homeless shelters or housing within the town limits and jurisdiction of the Town of Waynesville.

3. Any proposal for an additional homeless shelter or other housing should be considered on a case by case basis after public hearing and a vote of the citizens.

4. No programs for "rapid rehousing", "housing first", or other housing of the homeless should be approved unless there are specific requirements prohibiting admission or retention of residents who are under the influence of alcohol, illegal drugs, or other intoxicating substances (except such residents who submit to and comply with immediate detox treatment and rehabilitation), and/or who use or abuse such substances after admission.

5. The Board of Aldermen should reject the absurdly excessive and unnecessary proposal to create a homelessness bureaucracy of three full-time town employees to monitor the 29 unhoused homeless found in Waynesville according to the Task Force draft report.
