Exactly 685 days has passed since the first batch of container vans filled with Canadian garbage arrived in the Port of Manila, Philippines. The shipment declared as recyclable materials actually contained “heterogeneous plastic scrap materials” with decomposing community wastes including used adult diapers. Considered as a contraband in violation of the Basel Ban convention, the Bureau of Customs seized the said shipment totaling to about 50 container vans. The shipment was impounded which resulted to government losses of P71,736,280.00 (equivalent to 2,488,250.00 in Canadian currency) due to storage and demurrage. Despite all the Philippine government's efforts to follow protocols in coordinating with the Canadian Embassy to fulfill its part in shipping the wastes back to Canada, the garbage continued to remain in the Philippines. The infamous imported Canadian garbage gained public outrage particularly from Canadian citizens who have prided themselves in keeping their land clean and hygienic. ANG NARS partylist Representative Leah Paquiz filed House Resolution 1525 to conduct a legislative inquiry in aid of legislation the unlawful importation of fifty container vans filled with mixed wastes from Canada. The congressional inquiry is scheduled on Wednesday, March 18, 2015 at 1:30PM at Mitra 3 and 4. The Committee on Ecology will conduct the said inquiry. The committee aims to bring into the light the issue of the exact location of the 50 container vans filled with garbage. Six months ago, it has been reported that the shipment was transferred to Subic in an attempt to be disposed in the city's landfill. A reliable source divulged that it is more practical for the Canadian government to dispose the garbage in the Philippines than to re-export it back to Canada. In an attempt to gain international awareness on the issue, a group of environmentalists headed by ANG NARS, Greenpeace, Ban Toxics, Ecowaste Coalition, Green Convergence, Mother Earth Foundation, PS LINK and Ateneo School of Government, started this petition in March 2014. Since then, the coalition of environmentalists have done mass actions and rallies calling for the Canadian government to bring back their garbage to the Canadian soil.
