

The Building Local Ownership and Community Knowledge Act
The Issue
Every single day, we drive past beautiful historic homes, empty main street storefronts, and overgrown agricultural land that have been completely abandoned and left to die. At the same time, regular families in our community can't afford rent, small businesses are drowning in taxes and red tape, and Colorado has lost over 1.6 million acres of farmland.
We are tired of seeing our heritage treated like disposable trash while billionaires and corporate hedge funds buy up our neighborhoods.
We, the undersigned residents of Colorado and the United States, demand that Congress pass the The Building Local Ownership and Community Knowledge Act,. This bill will:
Give land to the people: Allow individual citizens (no corporations allowed!) to claim abandoned properties for $1, giving them a 5-year timeline to physically rebuild them and earn the title through true sweat equity.
Ignite local business: Provide a 0% corporate income tax rate and wave all licensing fees for the first 5 years for independent local startups that open in reclaimed commercial buildings.
Save our farms: Establish a mandatory, cooperative regional guild system where local homesteaded farmers share heavy equipment, pay-it-forward with community labor, and partner with youth groups like the FFA and 4-H to build local food security.
Guarantee fair pay: Grant major tax incentives to nearby restaurants and grocery stores that buy from these local farms, while establishing a legal pricing floor so big corporations can never squeeze our small farmers out of a thriving wage.
