The sole company, CTM, who one has to use to order the two return tests are extremely ineffecient despite the inflated charge. Through recent experience, it is apparent that there are delays in their confirmation and invoicing systems with border staff poorly briefed on what's needed. When boarding some demand invoice numbers even when shown the ordered test kit confirmation details. It gets worse. Test kits often do not arrive in time and one has to spend hours on the phone chasing for them only to be told there are delays. They even say it is okay so long as we can prove that we had paid for them! It appears that taking the test was not important, paying for it was!
