BIG NEWS: The Complete, Updated Bloom Safe Act Draft Is Here

Today, we are taking a major step forward.

We have completed a new, comprehensive, U.S> House of Representatives tailored discussion draft of the Bloom Safe: Make America the Safest Place To Be a Kid Act and it is ready to be read, shared, and brought to Congress.

This is the strongest and most complete version of the Act yet.

The updated legislation would establish child sexual abuse prevention as a permanent national public-health responsibility and provide $1 billion in federal funding every year, beginning in the year of enactment and continuing in every year thereafter unless Congress changes it by law.

It also requires the first national public-health report to Congress within 180 days, followed by a public report every year examining the incidence, prevalence, root causes, risks, protective factors, and most effective methods of preventing child sexual abuse.

The new draft would:

• Fund prevention education for children and training and voluntary certification for adults who work with or care for them.
• Create formal grants for schools, universities, nonprofits, survivor-led organizations, faith communities, healthcare providers, governments, researchers, technology companies, and other prevention partners.
• Establish a comprehensive definition covering contact and noncontact abuse, grooming, exploitation, trafficking, sextortion, child sexual abuse material, and technology-facilitated abuse.
• Expand the national Advisory Board to 31–41 voting members, with at least one-fourth of its membership reserved for adult survivors.
• Compensate non-Federal Advisory Board members for their time and provide support needed for meaningful, accessible, and trauma-informed participation.
• Require measurable outcomes, independent evaluation, privacy protection, financial oversight, and annual public accountability.
• Keep the program focused on public health, education, research, and prevention—not the expansion of law-enforcement operations or enforcement funding.

This discussion draft has not yet been introduced in Congress or assigned an official bill number. That is the next major step and it is why your voice matters right now.

2. Share this petition with at least FIVE (5) people who believe children deserve more than an after-the-fact response to abuse.
3. Send the BLOOM SAFE ACT to educators, researchers, survivors, parents, faith leaders, public-health professionals, nonprofit leaders, technology companies, and elected representatives.

Every signature helps demonstrate that Americans are ready for a permanent, prevention-first national response.
