THE AMERICAN SOVEREIGNTY ACT

THE AMERICAN SOVEREIGNTY ACT
The Issue
The American Sovereignty Act
A Citizens’ Petition to Ban Foreign Military Bases and Land Ownership on U.S. Soil
Preamble
We, the citizens of the United States, affirm that our homeland is not for sale, rent, or foreign occupation. The Constitution was written to preserve American independence — political, military, and territorial.
Yet through quiet deals and legal loopholes, foreign nations and corporations have begun acquiring American land, natural resources, and influence — while some have even negotiated for military presence on U.S. soil.
This is not partnership. It is infiltration through policy, profit, and politics. Allowing foreign powers to purchase American land or establish defense infrastructure within our borders compromises our sovereignty, food security, and national safety.
We therefore call for immediate legislative action to defend what generations of Americans fought to protect: our independence, our territory, and our right to self-governance.
Definition & Scope
For the purpose of this petition, “foreign” shall include any individual, corporation, trust, or entity whose majority ownership or controlling interest is held by non-U.S. citizens, foreign governments, or foreign sovereign wealth funds — directly or indirectly through subsidiaries, shell companies, or proxies.
Our Demands
- Ban on Foreign Military Presence
No foreign government shall build, lease, or operate a military base, airfield, training site, or command post on U.S. soil under any circumstances.
Exception: Temporary, cooperative training exercises may occur only under full U.S. command and with complete public disclosure.
2. Ban on Foreign Land Ownership
Prohibit all foreign governments, sovereign wealth funds, and non-citizen entities from purchasing, leasing, or controlling land, water rights, or farmland in the United States.
3. Immediate investigation into all existing foreign land holdings.
Mandatory divestment timelines for properties already acquired by foreign states or state-linked companies.
4. Transparency in Foreign Investment
Establish a public registry of all land, infrastructure, and corporate assets owned wholly or partially by foreign nationals or governments.
5. Congressional Oversight
Require full congressional review and approval for any future defense or land agreements involving foreign nations, including review of existing memoranda, leases, and cooperative military arrangements.
6. State-Level Coordination
Mandate that state governments, land commissions, and local registries coordinate with federal agencies to prevent unauthorized foreign acquisitions or leases.
7. Sovereignty Protection Clause
Any treaty, memorandum, or financial arrangement that grants a foreign nation command authority, land ownership, or long-term control over U.S. property shall be deemed unconstitutional and void.

Enforcement & Penalty
Create a National Security Review Board on Foreign Ownership, composed of representatives from the Departments of Defense, Agriculture, Treasury, and Homeland Security, to investigate violations and enforce compliance.
Violations shall result in immediate federal seizure of the property or installation, permanent disqualification of the offending party from future ownership or contracting, and full public disclosure of findings.
Public Right to Know
All data concerning foreign land purchases, defense agreements, and related financial arrangements shall be accessible to the public under the Freedom of Information Act — with no exemptions for corporate or diplomatic secrecy.
A biennial audit shall be conducted and published, detailing the total acreage, ownership structures, and national affiliations of all foreign-linked landholdings in the United States.
Purpose
To ensure that America remains self-governed, self-defended, and self-owned. Our land, our food, and our future must remain in American hands — not in the hands of foreign governments, corporations, or their proxies.
Closing Pledge
We, the undersigned, believe that America’s sovereignty is sacred.
We call upon every elected official — regardless of party — to stand with the citizens they serve and protect the land we call home.
This is not about Left or Right — it’s about the land beneath our feet.
Call to Action
Join us in defending our nation’s independence.
Sign, share, and demand Congress pass The American Sovereignty Act.
