The Issue
Citizens of Texas let's stop the violence against men andwomen in our communities by putting into Law the "Kelley Alert". A 24 year old Woman (My Sister), Pregnant with child as well as the mother of a 2 year old son was murdered , because of the delayed action of Law enforcement .
The Kelley Alert is design to prevent violent acts from being perpetrated against women and men in the State of Texas if an element of danger has been detected against the victim and has been stated by the caller to the 911 operator.
Guideline for the Kelley Alert
The Kelley Alert would require Law Enforcement to respond to phone calls received by 911 operators from callers identifying a missing victim that is in immediate danger of potential violence or death.
-If a 911 dispatcher receives a call concerning a missing victim and the caller indicates that there is evidence that the victim is at risk of violence or possible death or that they could hear the abuser attacking the victim:
-Dispatcher should obtain pertain pertinent information from the caller. Dispatcher should dispatch an officer to investigate the last known area immediately.
-The dispatcher should determine if a cell phone number of the victim is available and obtain the phone number, the supervisor on duty should ping the victim’s cell phone to attempt to locate.
-A city wide search should be conducted within 24 to 48 hours of receiving the original 911 call, if the victim is not located then include the county, region, and then statewide.
