The Issue
Alexandra was only four years old when she attended the Texas Blueberry Festival in Nacogdoches on June 13, 2009 with her family. It was on this day that Nacogdoches City Prosecutor James “Jim” R. LoStracco Jr. sexually assaulted her.
Alexandra’s family went to the Nacogdoches City Police Department to press charges against the sexual predator but Sergeant Keith Hawkins (Unit 263) intervened and prevented responding officer W. Triana (Unit 277) from holding their city prosecutor accountable.
The police never investigated Nacogdoches City Prosecutor Jim LoStracco for sexually assaulting a four year old child. Is that because he was the city prosecutor? Was the police department afraid of the city prosecutor's connections?
You don't think the police are afraid to go up against powerful people? Look at Jim LoStracco's closest connections in a small East Texas town with a population of around 30,000.
You see, Nacogdoches City Prosecutor Jim LoStracco was married to Nacogdoches County District Attorney Nicole LoStracco when he sexually assaulted my daughter. He was also law partners with Nacogdoches City Attorney Rob Atherton and Nacogdoches Assistant City Attorney Tom Belanger.
(Understand, these are the SAME FOUR PROSECUTORS who prosecute (or don't prosecute) the police department's cases! Do you really think the Nacogdoches Police Department could afford to alienate or anger their prosecutors and the powers that be in the small town who back these attorneys?)
That's FOUR Texas prosecutors involved in the cover-up of a four year old Texas girl being sexually assaulted! That's four prosecutors from the State of Texas that should be charged with obstruction of justice and disbarred!
FOUR corrupt Texas prosecutors each with a vested interest in making sure Jim LoStracco was neither investigated nor held accountable. And they were successful! The sexual assault happened 3,512 days ago in the small East Texas town of Nacogdoches and there has NEVER been an investigation.

My family believes Nacogdoches City Prosecutor Jim LoStracco worked side by side with other local government officials and law enforcement, who also used their power and influence, to drive my family out of town.
We believe Nacogdoches City Prosecutor Jim LoStracco sexually assaulting my four year old daughter was part of a plan to terrorize my family. This plan was developed and executed by corrupt government officials and law enforcement in the state of Texas. (Jim LoStracco was not the only man to target my children. Just THREE DAYS before Jim LoStracco sexually assaulted Alexandra, Roy William Essman started sexually harassing my oldest daughter Serah. We have a police report on Essman as well.)
There has NEVER been an investigation and that's what we are hoping to correct with this petition! We pray this will help bring an investigation. My family seeks justice and closure.

1) Jim LoStracco was the Nacogdoches City Prosecutor when he sexually assaulted my four year old daughter Alexandra on June 13, 2009.
2) The following information is from the police report on the sexual assault. NACOGDOCHES POLICE DEPARTMENT *** Officer Report for Incident P09-11054 *** Reported on June 13, 2009 at 14:23:53 *** Responsible Officer TRIANA W *** Responding Officers TRIANA W, HAWKINS K *** (My family has a copy of this report.)
3) Nacogdoches City Prosecutor Jim LoStracco was married to Nicole Watkins LoStracco when he sexually assaulted my daughter. Nicole LoStracco was (is) the Nacogdoches County District Attorney.
4) Nacogdoches City Prosecutor Jim LoStracco was in the law firm - Adams, Belanger, Atherton, and LoStracco, when he sexually assaulted my daughter. One of Jim LoStracco’s law partners, Robert “Rob” Atherton, was the Nacogdoches City Attorney and his other law partner, Thomas “Tom” Belanger, was the Nacogdoches Assistant City Attorney.
5) Texas Governor Greg Abbott was the Attorney General for the State of Texas when Nacogdoches City Prosecutor Jim LoStracco sexually assaulted my daughter.
6) US Congressman Louie Gohmert (TX-1) was/is the representative for Nacogdoches and the surrounding East Texas district.
7) The Texas state senator for Nacogdoches was Robert Nichols.
8) The Texas state representative for Nacogdoches was Wayne Christian.
9) The Texas Ranger stationed in Nacogdoches at the time was Tom Davis. (Belief - My family has a picture of Texas Ranger Tom Davis receiving what we believe is a bribe from Nacogdoches County Sheriff Thomas Kerss (Kerss was the President of the Sheriffs’ Association of Texas at the time.). We believe the bribe was funneled through the ranger’s daughter in the form of a scholarship from the Sheriffs’ Association of Texas.)
10) Jim Sevey was the Nacogdoches police chief.
11) Mike Kelly was the assistant police chief.
12) Roy William Essman and Nacogdoches City Prosecutor Jim LoStracco came after my family at least five times (reported to police) between the dates of June 2, 2009 and July 3, 2009.
Let’s stop for a moment and consider only the FACT that there has NEVER been so much as a rudimentary investigation when my family went to the Nacogdoches City Police Department to report Nacogdoches City Prosecutor Jim LoStracco had sexually assaulted our four year old daughter.
Doesn’t that sound odd to you?
What if a family went to the police in YOUR TOWN and said a man had sexually assaulted their child? Would your town’s police department ignore the sexual assault of that child? Would YOUR police department refuse to do at least a basic investigation?
It just doesn’t make sense. Even in East Texas.
A child’s well-being, and perhaps her life, was at stake! And the police don’t even investigate? (If the police believe the parents of the child are making a false report, then shouldn’t the police at least investigate the parents?)
It just doesn’t add up that the police didn’t investigate... unless of course you are able to consider the Nacogdoches police as members of the group that was terrorizing my family. Police have been known to drive people out of town.

Then explain this – a family goes to the police to report a man sexually assaulted their four year old child. The family even tells the police who the man is. But for some reason, the police don’t investigate or press charges.
Why did Sergeant Keith Hawkins show up at the police station after the dispatcher (M RUSSELL?) put the call out? (This was a Saturday afternoon and the police department lobby was closed.)
But a better question is why did Hawkins STAY and hover over the shoulder of responding officer Triana? Why did Sergeant Hawkins TAKE OVER and send Triana away?
Was Nacogdoches Police Sergeant Keith Hawkins a member of the group involved in terrorizing my family?
Why did Sergeant Hawkins say he was there “only as an observer” but then took over and sent Officer Triana AWAY when it became clear that Officer Triana was proceeding toward pressing charges against Nacogdoches City Prosecutor Jim LoStracco for sexually assaulting a four year old girl?
Did Sergeant Hawkins step in to ensure the Nacogdoches city prosecutor was neither charged nor investigated? Is this why Sergeant Hawkins showed up in the first place?
Why didn’t the Texas Attorney General’s Office send another district attorney in to investigate and prosecute the case? ALL FOUR of the prosecutors in Nacogdoches were either charged, married to the accused, or law partners with the accused.
The conflict of interest is clearly visible.
A four year old girl was sexually assaulted by the Nacogdoches City Prosecutor. The sexual predator/city prosecutor WAS NOT ONLY MARRIED to the Nacogdoches County District Attorney but was also law partners with the Nacogdoches City Attorney and Assistant City Attorney!!!
Can ANYONE ELSE see a possible motive for the wife of a man charged in the sexual assault of a four year old girl to use her power, authority, and influence as the county district attorney to ENSURE her husband isn’t investigated, charged, or held accountable? (It should be pointed out that Jim and Nicole have a son and daughter about the same age as the girl that Jim LoStracco sexually assaulted! And yet no one with child protective services thought it would be a good idea to check in on Jim and Nicole’s children? Their children are young teenagers now.)
Can anyone see a possible motive for Jim LoStracco’s law partners to ensure their law partner isn’t investigated, charged, or held accountable for sexually assaulting a four year old girl? (Could the law firm and its partners suffer financially if Jim LoStracco was found guilty of sexually assault of a child?)
Can anyone see motive for the people of Nacogdoches to let the sexual assault of a child go without an investigation? What would happen to the town's tourist business if word got out that the town's city prosecutor was a sexual predator of children?
Would the enrollment numbers for the town's number one employer, Stephen F. Austin State University (SFA), plummet if news of the city prosecutor sexually assaulting a four year old girl became known?
And then we have Texas Governor Greg Abbott who was the Texas Attorney General at the time my four year old daughter was sexually assaulted by Nacogdoches City Prosecutor Jim LoStracco.
Do you think you know who Texas Governor Greg Abbott is? Do you think the former Attorney General for the State of Texas is knowledgeable when it comes to the law?
Is this the very same Greg Abbott who was quoted (as the Texas Attorney General) saying things like -
“I go into the office, I sue the federal government and I go home.”
Or
“I’ve sued the Obama administration now 25 times, over the last four years.”
For argument sake, let’s say Texas Governor Greg Abbott understands the law.
Then if he understands the law then why didn’t he see a Texas child being sexually assaulted by a city prosecutor as something worth investigating? Is it because Greg Abbott saw a four year old Texas girl being sexually assaulted by the Nacogdoches City Prosecutor as too small a matter for him to concern himself with?
