The Issue

To: The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC)

We, the undersigned, call on the Government of Canada to create a dedicated pathway from Temporary Resident (TR) to Permanent Resident (PR) for Israelis, Palestinians, and Iranians currently in Canada on valid work permits who have close family members in Canada.

The Middle East has been engulfed by escalating violence and instability, particularly highlighted by the ongoing devastating conflict in Gaza and the recent intensification of tensions between Iran and Israel. The latter saw a significant escalation just days ago, with Iran launching numerous drones and missiles toward Israel, potentially setting the stage for further retaliatory measures and a full-scale conflict. Such developments indicate that peace in the region is unlikely to be restored anytime soon.

Given these circumstances and the dire humanitarian situations, these individuals warrant a special immigration measure similar to those previously granted to Ukrainians and nationals from countries like Colombia, Venezuela, and Haiti.

Proposal: TR To PR

  • Eligibility: Israelis, Palestinians, and Iranians currently in Canada on a valid work permit.
  • Family Reunification: This will be extended to only applicants with Canadian citizen or permanent resident parents, children, siblings, aunts, uncles, or cousins.
  • Objective: To aid in family reunification and provide stability and security for those directly affected by ongoing conflicts and crises in their home countries.

Canada is globally recognized for its commitment to human rights and humanitarian aid. By providing a pathway to permanent residency for these individuals, Canada will assist in their resettlement and integration and uphold our national values of compassion and global leadership in times of crisis.

We urge Minister Marc Miller to consider this special policy and act swiftly to support those among us who are in urgent need. Let us continue to embody the spirit of sanctuary that Canada is renowned for.
