UPDATE – PPV LICENSING REVIEW

Thank you once again to everyone who has supported and signed this petition.

Following recent correspondence with the Department of Environment, Food and Agriculture, I have now received a helpful response from DEFA Minister Clare Barber MHK.

The Minister has confirmed that the Terms of Reference for the forthcoming review have not yet been finalised, but that the review will consider the structure of the regulatory system and how regulation can become more adaptive to situations that may arise.

Importantly, the Minister has also confirmed that the taxi trade will be consulted, together with other relevant stakeholders.

Regarding the temporary pause on new PPV driver licence applications requested by this petition, the Minister advises that legal advice has indicated there is currently no clear statutory power within the existing legislation to enable such a pause.

I recognise that legal position. However, while new applications continue to be considered, I believe it is more important than ever that every safeguard currently available is applied consistently and robustly.

I have therefore asked that the review fully considers the safeguards surrounding criminal-record evidence where a standard DBS check cannot provide a complete history, together with appropriate overseas evidence where required.

I have also asked for consideration to be given to communication between the RTLC and relevant Government departments, particularly to ensure that where a work permit is legally required, the appropriate permission has been granted before a PPV driver licence is issued.

The review is still at an early stage and its Terms of Reference remain to be determined. It would therefore be wrong to prejudge its outcome.

I welcome the Minister's engagement and the commitment to consult the trade. I will continue to make the case, constructively but firmly, for a licensing system that provides the highest possible level of protection and confidence for passengers and professional drivers alike.
