International postal carriers are suspending shipments to the U.S.—and millions of Americans are suddenly cut off from receiving personal packages, gifts, and small-business orders from abroad.
Why?
Because the Trump administration abruptly ended the de minimis exemption, a trade rule that allowed small international packages under $800 to enter the U.S. duty-free.
But the problem isn’t just the policy—it’s the chaos caused by its rollout.
There’s no clear system in place for collecting new customs duties. Shipping companies like DHL and national postal services in France, Germany, the UK, New Zealand, and others say they can’t deliver to the U.S. because the rules are vague, the software isn’t ready, and customs authorities haven’t said who is responsible for collecting or transmitting the data.
Now, critical global shipments have been halted. Small businesses are losing income. Families can’t receive care packages. Customers are stuck without answers.
We, the undersigned, are calling on President Trump and the Office of Management and Budget to immediately clarify U.S. customs procedures under the new rules and provide full technical guidance to international carriers.
Pause enforcement until a working, transparent system is in place for collecting duties and transmitting data.
Reinstate a minimum delivery threshold for small personal shipments—especially gifts and low-value items—until carriers can comply without blocking shipments entirely.
This is not just a trade issue. It’s a global commerce crisis with real impacts on everyday people.
