Change my cities pest control policy

Change my cities pest control policy
The Issue
My goal is to ultimately change the pest current pest control policy in the city of Dearborn, Michigan to a more humane one, that will benefit everyone in the long run. The current policy involves using rat poison and lethal traps to get rid of pests, when there are multiple ways to do so, that do not involve killing anyone, poison and traps are non discriminate and will injure anyone, including the pets, people, and wildlife.
There are two types of rat poison commonly used, anti-cogulants which cause the animal to hemorrhage internally, it's a long, extremely painful process, that can take anywhere from 2-6 days, non-coagulants usually work within 24 hours, but still inflict extreme pain on the animal, or person that consumes it, which again, is non-discriminate.
The plan I will propose, that I am working on developing will focus on implementing a strong education and prevention plan that will prevent people from needing to use these inhumane methods in the first place. I also hope to get the city to switch to non-harmful, natural repellents and removal methods, such as starting a catch and release program of rodents and pests.
