The Issue

We, the undersigned, respectfully urge the Texas Legislature to reclassify dogs as sentient beings not personal property under Texas law.

Currently, dogs in Texas are legally considered property, the same as a piece of furniture or a car. This outdated classification prevents courts from awarding appropriate damages in cases of cruelty or wrongful death, and it weakens enforcement of animal welfare laws.

Dogs are not objects. They feel pain, joy, fear, and love. Millions of Texas families consider them beloved companions. It’s time for our laws to reflect that reality.

 

We ask the Texas Legislature to:

Recognize dogs as sentient beings, not property
Allow courts to award emotional damages for the loss of a pet
Strengthen animal cruelty laws with this recognition in mind
Promote responsible ownership and meaningful protections

By updating the legal status of dogs, Texas can lead the nation in compassion, justice, and responsible animal welfare.
