Support Road Safety but with transparent rules

The Issue

Dear Sirs,

May I kindly draw your attention to the worsening situation of growing distrust of Telangana State Traffic Police and the Speed Limits posted by them in the city of Hyderabad, especially on the stretch of ISB Road in Gachibowli, Hyderabad.

Sirs, we the undersigned citizens of our loving and growing city of Hyderabad support the civil administration in providing safe roads but not at the cost of honesty and transparency. It is our strong belief that the cardinal purpose of the Telangana State Traffic Police is not to make money by the way of fines but instead to ensure and inculcate road safety by honest communication, education, guidance, and lastly, fines. Our beliefs are in alignment with the vision statement of the Director General of Police, Mr M. Mahender Reddy as available on the website of Telangana State Police where it begins with the sentence: Our vision is to provide high quality and transparent policing that satisfies the aspirations of the people... As mentioned in the news article of Ms Preeti Biswas, The Times of India Group: ISB ‘slow road’ turns into fine trap for commuters the efforts of the TS Traffic Police clearly do not satisfy the aspirations of the people:

Firstly, the citizens are outraged at the absurd Speed Limit on the ISB Road. We challenge the logic for posting such a low Speed Limit of 30 Kmph for a 6-lane divided road with a significant declivity where even the gravity would pull the vehicles faster! Such an instance only buttresses our claim that the TS Traffic Police has set this limit to use this road as a speed trap only for their financial gain.

Secondly, the ostensible reason for allowing vehicles to travel without fines up to 60 Kmph is hardly transparent. Further, this increases the distrust between the Police and the Public as to what the real Speed Limit would be?! For instance, doubts like, "...is the real Speed Limit on the ORR more than 100 Kmph?" are a natural offshoot. Such a logic of the TS Traffic Police would only increase the distrust between the Police and the Public.

Lastly, the challans thus issued have not been for all violators of the Speed Limit even though the TS Traffic Police is using an automatic Speed Detection and Challan Generation process. It begets the question Why me, when I see trucks, tractors, RTC buses, autos, government vehicles, Ambulances and Police vehicles (not on alarm) all plying the same road at higher speeds with impunity?!

Sirs, we humbly request you to evaluate the steps taken by the TS State Police that are in contravention of their DGP's Vision Statement in addition to seeding distrust and alienation in the minds of the commuters. Kindly cancel the speeding related traffic challans issued on this stretch of road and refund the fines thus collected. Further, we are willing to help you define Speed Limits and are ready to help you in providing the State of Telangana safe roads free from accidents. 

Please cancel all speeding related traffic challans and refund the fines to those who have already paid to oblige us and enlist our support in meeting your objectives.
