Dear Frostop neighbor/friend:
The Zoning Verification Letter for 3100 Calhoun and adjacent parcels was issued on Thursday afternoon, Aug. 27, by the Dept. of Safety & Permits, which confirms by this decision that the development conforms to the City's zoning laws. The ZVL (.pdf) is available here:
https://townofcarrolltonwatch.org/wordpress/wp-content/uploads/2026/08/Zoning-Verification-26-1131-Signed.pdf
The document also contains the developer's three-page cover letter and map (filed on July 14) on pages 4-7. (Despite repeated requests over the past six weeks, the City would not release these public documents on the Safety & Permits website until the decision was issued.)
The Letter was downloaded here:

The Zoning Verification Letter is required for the issuance of building permits. The Letter may be challenged by an appeal by any aggrieved party to the Board of Zoning Adjustments within 45 days--that is, on or about Monday, Oct. 12, 2026 (as Sunday, Oct. 11, is a holiday).
In the meantime, a public Facebook Group called "Save The Frostop Neighborhood" has been set up to provide information about the development and the community's opposition to it.

Also, in case you missed it, The Tulane Hullabaloo published an article on August 26 about the revised plans for the Frostop development. The Hullabaloo interviewed preservationist Sandra Stokes of Louisiana Landmarks Society--and developer Mathieu Robért, who appears to admit it is possible that Ted's Frostop will be gutted. "While the building's existing shell will definitively remain, Robért said the scope of any interior renovations has not yet been determined."
