We, the undersigned residents of Discovery Bay, formally express our concerns regarding the proposal to allow unrestricted taxi access into Discovery Bay.

This proposal represents a significant and potentially irreversible change to a community deliberately designed to be low‑traffic, pedestrian‑first, and family‑friendly.

Such a change should not proceed without clear, fair, and transparent consultation that allows the majority of residents to understand the implications and express their views, preferably through a community‑wide survey or vote.

Unrestricted taxi access raises serious safety concerns.
Discovery Bay roads and residential areas were not designed for frequent external traffic, and current speed prevention and traffic control measures are limited.

容許的士無限制進入,會帶來嚴重的安全隱患。愉景灣的道路及住宅區 並非為頻繁外來車輛而設計,現時的速度管制及交通管理措施亦相當有限。

Key concerns include:

  • Narrow lanes and pedestrian‑friendly roads with little or no sidewalks
  • Pedestrians crossing roads without traffic lights or formal crossings
  • Children walking or cycling independently
  • Cyclists sharing narrow roads with vehicles
  • Health and environmental impacts from fine particulate emissions
  • Increased noise in residential areas

主要關注包括:

  • 多數屋苑內的窄路及行人友善道路,幾乎沒有或只有很少行人路
  • 行人經常在沒有交通燈或正式過路設施的情況下穿越道路
  • 兒童獨立步行或踩單車往返學校及活動

2. Inadequate Consultation Process

The current consultation process has been inadequate and poorly communicated, and therefore cannot be considered fair or representative.

現行的諮詢程序 不充足並缺乏良好溝通,因此不能視為公平或具代表性。

Many residents were unaware any consultation was taking place at all.
Information was difficult to find and not transparently shared.

很多居民甚至 不知道有任何諮詢正在進行,因為相關資訊甚難尋找,亦未有以公開方式分享。

There has been:

  • No direct communication to households
  • No notices in building lobbies or noticeboards
  • No public meetings to explain the proposal or invite questions

For a proposal that would permanently affect the character and safety of Discovery Bay, this falls far below what is expected of a meaningful consultation.

3. Consideration of Targeted Alternatives

We are not opposed to improving transport services in Discovery Bay.
However, before opening DB to unrestricted external taxis, any consultation should focus on specific, targeted alternatives that address genuine needs without fundamentally changing DB’s low‑traffic character.

我們並 非反對改善愉景灣的交通服務。但在全面開放愉景灣的士通行之前,諮詢應針對 具體、有針對性的替代方案,以解決真正需要,同時 不破壞低車流量的社區特質。

Such alternatives may include:

  • Improved early‑morning and late‑night public transport
  • Better 24/7 internal “hire car” or shuttle services
  • Priority door‑to‑door transport for elderly / mobility‑restricted residents
  • Limited or conditional taxi access (night‑time only, emergency use, medical appointments, or permit‑based access)

這些方案可包括:

  • 清晨及深夜公共交通服務的提升
  • 更完善的 24 小時區內「租車」或接駁服務
  • 長者或行動不便居民的優先門對門服務
  • 限制或設條件的士進入(如深夜、緊急、就醫或許可制)

This approach provides practical solutions without transforming the entire community.

這種方式提供 具體可行 的方案,而不會永久改變愉景灣的安全、車流量及生活質素。

 
Our Position|我們的立場
We therefore call for an immediate pause to the current process to allow for a proper, transparent, DB‑wide consultation, including:

  • Clear written information to all residents
  • A structured, community‑wide survey or vote
  • A minimum consultation period of three months (or until September 2026)
  • Consideration of limited or conditional alternatives
  • Assessment of legal and liability implications in the event of accidents involving external taxis
